On the morning of April 13, in Da Bac district, Hoa Binh province, Politburo member, Prime Minister Pham Minh Chinh, Chairman of the Central Emulation and Reward Council, launched the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses nationwide from now until 2025".

The launching ceremony was organized by the Central Emulation and Reward Council and the Presidium of the Central Committee of the Vietnam Fatherland Front (VFF) in a direct and online format from the main bridge in Da Bac district, Hoa Binh province, with bridge points in 63 provinces and centrally-run cities.

Also attending the launching ceremony were Party Central Committee member, Acting President Vo Thi Anh Xuan, First Vice President of the Central Emulation and Reward Council; Party Central Committee Secretary, President of the Central Committee of the Vietnam Fatherland Front Do Van Chien, Vice President of the Central Emulation and Reward Council; leaders of the Party, State, and Vietnam Fatherland Front; leaders of central departments, ministries, and branches; leaders of centrally-run provinces and cities; organizations, businesses, and sponsors nationwide.

Eliminating temporary and dilapidated houses is one of the major policies of the Party and State to help the poor escape poverty and stabilize their lives. This is a regular political task of Party committees, authorities, the Fatherland Front, organizations, businesses, individuals, and all levels and sectors over the past decades. From 2000 to 2023, more than 1.7 million Great Solidarity houses have been newly built and repaired for the poor and people in difficult circumstances. However, according to the review, the total number of poor and near-poor households with housing that does not meet the "3 hard" criteria in terms of quality is more than 315,000 households.

Speaking at the launching ceremony of the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses nationwide from now until 2025", Prime Minister Pham Minh Chinh emphasized that after 76 years since President Ho Chi Minh issued the Call for Patriotic Emulation (June 11, 1948), our country has been launching many emulation movements in all fields, creating great material and spiritual strength, encouraging people nationwide, arousing patriotism, self-reliance, effectively mobilizing human resources, wealth, and people's strength to overcome all difficulties and hardships, creating glorious victories for the Vietnamese revolution in the cause of building and defending the socialist Vietnamese Fatherland.

In recent times, under the leadership of the Party, the drastic participation of the entire political system, the active participation and consensus of the people and businesses, and the support and assistance of international friends, Vietnam has achieved great and historic achievements, as assessed by General Secretary Nguyen Phu Trong: "With all modesty, we can still say that our country has never had such a foundation, potential, position and international prestige as today."

The above results are of great significance, affirming the high will and determination of the entire Party, the entire political system, the entire army and the entire people in the work of hunger eradication and poverty reduction, demonstrating the superiority and good nature of our regime, not sacrificing fairness, social progress, social security, environmental protection to pursue mere growth. However, currently, the whole country still has over 315,000 poor and near-poor households in need of housing support.

The Prime Minister emphasized that in order to support poor households to have stable and safe housing, gradually improve their living standards, and contribute to sustainable poverty reduction, the entire political system, the entire society, and the entire people need to join hands and take concrete actions to completely resolve the problem of temporary and dilapidated houses for poor households, near-poor households, and people with housing difficulties so that all people can enjoy the fruits of independence and freedom, the fruits of the renovation process in accordance with the superiority of the socialist regime, and must pay the best attention and care to social policy issues for the people, as General Secretary Nguyen Phu Trong stated at the 8th Central Conference of the 13th tenure.

Resolution No. 42-NQ/TW dated January 24, 2023, of the 13th Party Central Committee on continuing to innovate and improve the quality of social policies to meet the requirements of national construction and protection in the new period, has set the goal of "completely eliminating temporary and dilapidated houses for poor households, near-poor households, and people affected by natural disasters and climate change" by 2030.

The emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses" nationwide is a concrete implementation of Resolution 42-NQ/TW, with the goal of mobilizing the construction and repair of 170,000 houses for poor and near-poor households nationwide from now until the end of 2025. The Prime Minister believes that this movement, which has profound and noble humanistic meaning, will receive positive response and support from organizations, individuals, the whole society and the entire people.

To create a vibrant competitive atmosphere and effectively implement the movement, the Prime Minister requested all levels, sectors, localities, agencies, units, people and businesses nationwide to promote proactiveness, creativity and responsibility towards the community, especially the poor; strive to complete the task of eliminating temporary and dilapidated houses by 2025.

The Prime Minister proposed to promote the resources of the state, society, enterprises and the entire people; promote the nation's fine traditions and culture of mutual love and support "the whole helps the torn", "the torn leaves help the more torn leaves" to have enough resources to successfully implement the set goals; ensure appropriate and effective regulations, mechanisms and policies to implement the program; ensure the quality of works and the right beneficiaries; effectively use resources, be open and transparent, and fight negativity and waste.

The Prime Minister said that the Central Government will allocate budget capital for housing support programs and projects for people, especially the 3 National Target Programs and housing support projects for poor and near-poor households. Ministries, branches and localities will arrange and allocate sufficient capital for the programs according to the plan; request the Central Committee of the Vietnam Fatherland Front, socio-political organizations, socio-professional organizations, social organizations, unions, business communities, organizations and individuals at home and abroad to actively participate, join hands, contribute and respond to the movement to eliminate temporary and dilapidated houses in many different ways under the highest possible conditions.

"All relevant entities, each person and each organization, based on their functions and tasks, must promote their full capacity, enthusiasm, responsibility, initiative and creativity to join hands and contribute to creating a widespread, substantive and effective movement to eliminate temporary and dilapidated houses," the Prime Minister called on.

The Head of the Government requested central ministries, branches, local Party committees and authorities to focus on leading, directing and effectively managing resources to achieve the goal of eliminating temporary and dilapidated houses for poor households; at the same time, synchronously deploy solutions to support people to have jobs and livelihoods, not only to escape poverty but also to have a more prosperous and fulfilling life; continue to review, evaluate and effectively implement the 3 National Target Programs, housing support projects for poor and near-poor households under the Program; research and establish a Joint Fund to "eliminate temporary and dilapidated houses" nationwide.

The Prime Minister requested ministries, branches, and local authorities, especially leaders, to promote the highest responsibility of setting an example, being a pioneer, being exemplary, daring to think, daring to do, daring to take responsibility for the common good, and to resolutely lead and direct in the spirit of "Party members go first, the country follows". Carry out tasks proactively, positively, effectively, without embellishment, formality, without waiting, relying on, or shirking responsibility. Strictly ensure standards, procedures, regulations, and compliance with the law in the process of providing housing support to the right people, with quality, practicality, and efficiency, without negativity, corruption, or waste.

The media agencies have done a good job of propaganda, creating social consensus for everyone to support, share, and share responsibility in caring for the material and spiritual lives of the people, especially the poor, the disadvantaged, those in difficult circumstances, those negatively affected by natural disasters and climate change, leaving no one behind. The press agencies, the Vietnam Fatherland Front and mass organizations have promoted the role of monitoring and social criticism of social security policies, eliminating temporary and dilapidated houses.

The Prime Minister hopes and believes that with the joint efforts, unanimity, and participation of the entire political system, business community, and people, the emulation movement to join hands to eliminate temporary and dilapidated houses will spread widely in society and the community and will be successful, achieving real results, for the prosperous and happy life of the people, and the strong and prosperous development of the country.

At the event, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien, on behalf of the Presidium, sent an appeal to agencies, businesses, organizations, groups, individuals in the country and overseas Vietnamese to respond to the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses" across the country. In which, he emphasized that the Presidium of the Central Committee of the Vietnam Fatherland Front acknowledges and expresses gratitude to all the benevolent hearts and noble gestures for the happiness of those who are still facing many difficulties.

The Presidium of the Central Committee of the Vietnam Fatherland Front enthusiastically responded to the emulation campaign launched by the Prime Minister. With the message "A million loving hearts - A thousand happy homes"; earnestly calling on businesses, agencies, organizations, groups, individuals, all walks of life, and overseas Vietnamese to join hands and contribute, those with money contribute money, those with merit contribute merit, those with little contribute little, those with much contribute much.

The general target is: cadres, civil servants, public employees, soldiers of the armed forces, those receiving salaries from the state budget, each person contributes at least one day's salary each year; workers and laborers contribute at least one day's income each year; union members, youth, and teenagers save to help at least 50 thousand VND; each household with an average or higher standard of living contributes at least 100 thousand VND.

The Standing Committee of the Central Committee of the Vietnam Fatherland Front will provide specific guidance on how to support, closely monitor and commit to using it for the right purpose, effectively, publicly and transparently.

At the ceremony, many organizations, businesses and individuals responded to the emulation movement nationwide to join hands to eliminate temporary and dilapidated houses nationwide with a total amount of support of 336 billion VND, enough to build 6,720 houses for households with housing difficulties. Of which, SOVICO Group Joint Stock Company supported 100 billion VND; Saigon - Thuong Tin Commercial Joint Stock Bank supported 100 billion VND...

The Steering Committee decided to allocate the first phase, giving priority to 40 provinces with high poverty rates and a large number of temporary and dilapidated houses in need of support. Of these, 24 localities were supported with VND10 billion, and 16 localities were supported with VND5 billion. On behalf of the Steering Committee, Prime Minister Pham Minh Chinh and Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien presented funding to support the provinces of Hoa Binh, Lai Chau, Son La, Lao Cai, and Yen Bai, each locality receiving VND10 billion. At the same time, funding was given to support house building for 100 households in Da Bac district, Hoa Binh province, each household receiving VND50 million.

Immediately after the launching ceremony, Prime Minister Pham Minh Chinh, Acting President Vo Thi Anh Xuan, leaders of the Party, State, Vietnam Fatherland Front and leaders of Hoa Binh province visited and encouraged the work of eliminating temporary and dilapidated houses of a number of households in Da Bac district.
