The launching ceremony was held in a combination of live and online connections between the central bridge and 63 bridges in provinces and cities across the country. Prime Minister Pham Minh Chinh, Chairman of the Central Council for Emulation and Commendation, and Vice President Vo Thi Anh Xuan, First Vice Chairman of the Central Council for Emulation and Commendation, attended the event.
Attending the launching ceremony at Ninh Binh bridge were comrade Tong Quang Thin, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for building a learning society; members of the Steering Committee; leaders of a number of departments, branches, sectors, and organizations of the province; universities and colleges in the area; Head of the Steering Committee for building a learning society, Head of the Department of Education and Training, Chairman of the Association for Promotion of Learning of districts and cities.
The Project "Building a Learning Society" was approved by the Prime Minister and implemented since 2005 in stages 2005-2010, 2012-2020 and 2021-2030. Up to now, the implementation of the Project has brought about many important results.
Of the four main goals of the Project, two major goals have been achieved: "Elimination of illiteracy and universal education" and "Learning to improve life skills, building happier personal and community lives".
To date, 100% of provinces and cities have met the level 1 literacy standards, of which 46/63 provinces/cities have met the level 2 literacy standards; 63/63 provinces/cities have met the standards for universal preschool education for 5-year-old children, universal primary education standards level 2 and universal lower secondary education standards level 1.
However, in the process of practical implementation, there are still limitations and barriers to building a learning society in Vietnam. In particular, awareness, lifelong learning activities outside of school, and the participation of higher education institutions in this work are still limited.
Therefore, launching and implementing the movement "The whole country competes to build a learning society, promote lifelong learning in the period of 2023 - 2030" is necessary to continue promoting the strength of the entire political system in propaganda, raising awareness, contributing to the completion of the goals, tasks and solutions set out in the Project.
Speaking at the launch of the movement, Prime Minister Pham Minh Chinh affirmed: Studying, contributing and enjoying are objective needs, every citizen has the right to study to become a good citizen, a digital citizen, a global citizen. The Vietnamese people are a hard-working, studious people with the will to rise up, a precious tradition that has existed since ancient times and President Ho Chi Minh is a great, exemplary example of self-study and lifelong learning.
Promoting that spirit and keeping up with the trend of the times, in recent years the cause of human development has received the attention of the entire Party, the entire army, the entire people and the international community, achieving many important and proud results, making positive contributions to the comprehensive development of the country.
To create stronger changes in building a learning society, improving people's knowledge, training human resources, and fostering talents, the Prime Minister requested relevant agencies, departments, and sectors to effectively implement the movement "The whole country competes to build a learning society, promoting lifelong learning in the period of 2023 - 2030".
It is necessary to continue to thoroughly grasp and effectively implement the Party and State's policies and guidelines on education and training, encouraging learning and talent, and building sociology; review and perfect policy mechanisms in the direction of diversification, combining "learning with practice", talent with virtue, suitable for each subject and each locality through new models and good practices.
In addition, it is necessary to attach importance to and strengthen international cooperation activities to build an open, diverse, flexible, interconnected, modern, equitable, and integrated education system to meet the requirements of national development in the new period.
The Prime Minister also noted: building a learning society is a long-term, complex process, requiring solidarity, high determination, great efforts, creating motivation, inspiring people to learn, every family to learn, the learning community, the learning society and the whole country to learn, learn anytime, anywhere, in every field, perfecting each person in morality, intelligence, physique and aesthetics to build and protect the Fatherland.
The Prime Minister proposed and called on the Central Committee of the Vietnam Fatherland Front, socio-political organizations, socio-professional organizations, social organizations, unions, business communities, organizations and individuals at home and abroad to actively participate and join hands to contribute to the activities of promoting learning and talent, building a learning society, contributing to realizing the aspiration of developing a prosperous country and a happy and prosperous people.
The launching ceremony aims to continue promoting the strength of the entire political system in propagating and raising awareness among all classes of people about the role, significance and necessity of lifelong learning and building a learning society.
At the launching ceremony, Prime Minister Pham Minh Chinh and representatives of leaders of ministries, departments, branches and central organizations pressed the start button to commit to responding to the movement "The whole country competes to build a learning society, promote lifelong learning in the period 2023 - 2030".
