On the morning of May 28, 2024, at Quan Su facility, K Hospital held a signing ceremony for the Technical Assistance Project Agreement "Upgrading medical equipment at K Hospital" funded by the Japanese Government as a non-refundable aid between the Ministry of Health and the Japan International Cooperation Agency under the witness of the Embassy of Japan in Vietnam and the Ministry of Foreign Affairs of Vietnam.

Attending the ceremony were Comrade Dao Hong Lan, Member of the Party Central Committee; Secretary of the Party Committee, Minister of Health, together with leaders of Departments/Offices, Ministry of Health; representative of the Northeast Asia Department, Ministry of Foreign Affairs ; Mr. Ito Naoki - Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam; Mr. Sugano Yuichi - Chief Representative of the Japan International Cooperation Agency, JICA Vietnam, along with the delegation of the Embassy of Japan and JICA Office; Prof. Dr. Le Van Quang, Director of K Hospital and members of the K Hospital's leadership.

Speaking at the ceremony, Minister of Health Dao Hong Lan said that cancer is always a challenge and a burden for the health system worldwide in general and Vietnam in particular. Each year in Vietnam, the number of deaths due to non-communicable diseases accounts for 77% of total deaths, of which cancer is the second leading cause. According to estimates from the Global Cancer Organization (GLOBOCAN) in 2022, Vietnam will have more than 180,000 new cases and about 120,000 deaths from cancer.
In the cancer prevention and control system of Vietnam, K Hospital is the leading facility, specializing in disease prevention, early detection of tumors, medical examination and treatment, rehabilitation and palliative care for cancer patients in the Northern region. However, with the increasing number of people coming to the hospital for medical examination and treatment, the facilities and infrastructure are always overloaded. Moreover, K Hospital Quan Su has just completed the upgrade and renovation with a scale of 200 inpatient beds, 120 outpatient treatment chairs and started medical examination and treatment for people from May 27, 2024, so the need for investment in medical equipment is very large.
Minister of Health Dao Hong Lan respectfully thanked the Government of Japan, the Embassy of Japan in Vietnam, and the Japan International Cooperation Agency for taking note of the Ministry of Health's request for non-refundable aid for equipment to K Hospital, Quan Su facility, during the meeting between the Minister, the Japanese Ambassador, and Mr. Shimizu Akira (Chief Representative of JICA Vietnam) in August 2022. Although the aid procedures of the two sides were quite complicated, however, after 10 months from the time the Ministry of Health approved the project document (July 2023), the Minister and Mr. Yamada Takio - Ambassador of Japan to Vietnam signed the project exchange note during the working visit of Prime Minister Pham Minh Chinh to attend the ASEAN - Japan Commemorative Summit on December 16-18, 2023 until today, the procedures for receiving aid for the project have basically been completed.
Mr. Ito Naoki, Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam, spoke at the ceremony.
During the project implementation process, Minister of Health Dao Hong Lan hopes that Mr. Ito Naoki and Mr. Sugano Yuichi, with their experience, together with Japanese experts, will implement the project most effectively in the near future, soon providing modern medical equipment to Quan Su facility to enhance the capacity of examination, diagnosis and treatment at K Hospital.
The Minister of Health requested that K Hospital closely coordinate with the Japanese side and relevant agencies to promptly complete procedures to soon receive medical equipment sponsored by JICA and promote investment efficiency when receiving the equipment.
The project has a total non-refundable aid capital of 1.83 billion Yen (equivalent to about 300 billion VND), including all related costs (purchase, transportation to K Hospital Quan Su, installation, testing, instruction, maintenance, warranty, consultation). The expected list of modern aid equipment, meeting the medical examination and treatment needs of the people, is: PET/CT system; SPECT/CT system; 3.0 tesla magnetic resonance imaging system; computed tomography scanner (128 rows); single-plane digital subtraction angiography machine; 4D computed tomography scanner with simulation function; digital X-ray machine; endoscopy system...
The project has received strong support from the Governments of the two countries, the Embassy of Japan in Vietnam, the support of the Japan International Cooperation Agency as well as the active cooperation of Vietnamese and Japanese agencies, and is a clear demonstration of the relationship "Vietnam - Japan - Comprehensive Strategic Partnership for Peace and Prosperity in Asia and the World" on the occasion of the 50th anniversary of the establishment of diplomatic relations between Vietnam and Japan.

The official signing ceremony took place, marking a step forward to realize the project of Upgrading medical equipment at K Hospital. The project is of great significance to the Hospital, providing modern machinery and equipment to enhance the examination and diagnosis capacity for cancer patients at K Hospital Quan Su according to the functional chain approved by the Ministry of Health, especially at the time when K Hospital Quan Su began to implement medical examination and treatment activities after a period of upgrading and renovating the infrastructure./.
