The Party Executive Committee of Hai Phong City People's Committee has issued Document No. 87-CV/BCSĐ to the Standing Committee of Hai Phong City Party Committee asking for direction on the location and arrangement of the stage and stands to organize the 2024 Red Flamboyant Festival art program.
Accordingly, from 2012 to 2023, the Red Flamboyant Festival art program will be held at the Hai Phong City Theater Square and the flagpole yard in the city center.
It is estimated that the average number of people attending the Festival is about 10,000, while the grandstand area can only accommodate more than 4,000 seats. Therefore, it affects the scale of the Festival as well as the needs of the people and tourists.
In addition, the location of the art program is held in the city center where traffic density is high, so traffic jams often occur and affect the units participating in the Festival.
Previously, the Chairman of the City People's Committee agreed in principle to choose the theme of the Red Flamboyant Flower Festival - Hai Phong in 2024: "Hai Phong - Illuminating the Heritage Land".
Accordingly, the Chairman assigned the Department of Culture and Sports to preside over and work with relevant agencies to develop a script for the art program of the "Hai Phong - Light Up the Heritage" Festival Night, along with a series of response activities, a Festival organization plan, a decision to establish an Organizing Committee and a specialized team to report to the City People's Committee to submit to the Standing Committee of the City Party Committee before March 5, 2024. At the same time, develop a budget estimate and propose a plan to select a Festival organizing unit to ensure strict compliance with relevant legal regulations.
The theme of the Red Flamboyant Festival - Hai Phong in 2024: "Hai Phong - Illuminating the Heritage Land" is associated with the event on September 16, 2023, at the 45th Session of the UNESCO World Heritage Committee, officially recognizing Ha Long Bay - Cat Ba Archipelago as an inter-provincial and municipal World Natural Heritage. This event has increased the inherent value of Cat Ba Archipelago; affirming the outstanding results and breakthrough developments that contribute to fundamentally changing the appearance of the city in the coming time.
