Lao Cai: Established 1,554 security and order protection teams at the grassroots level

The security and order protection team at the grassroots level plays an important role and significance in maintaining rural security.

The district-level unit with the largest number of security and order protection teams is Lao Cai city, with 304 teams, including 912 members; Simacai district has the lowest number, including 62 teams, with 186 members.

Security and order protection forces at the grassroots level directly participate in tasks in the villages and residential groups under their responsibility.

The establishment of security and order protection teams in Lao Cai province is a concretization of the Law on Forces Participating in Protecting Security and Order at the Grassroots Level, passed by the National Assembly on November 28, 2023; Decree No. 40/2024/ND-CP dated April 16, 2024 of the Government detailing a number of articles of the Law on Forces Participating in Protecting Security and Order at the Grassroots Level; Circular No. 14/2024/TT-BCA dated April 22, 2024 of the Minister of Public Security detailing a number of articles of the Law on Forces Participating in Protecting Security and Order at the Grassroots Level.

On May 30, 2024, the Provincial People's Council issued Resolution No. 04/2024/ND-HDND on the establishment and support policies for security and order protection teams in Lao Cai province.

Most of the current security and order protection team members are former police officers.

According to Resolution No. 04/2024/ND-HDND of the Provincial People's Council, each village and residential group in the province establishes a security and order protection team. In which, villages with 350 households or more, residential groups with 500 households or more, the security and order protection team has 4 members, the remaining villages and residential groups have 3 members.

The level of support for members of the security and order protection team for villages and residential groups of type 1 for the team leader is 1.4 million VND, the deputy team leader is 1.3 million VND and the team members receive 1.2 million VND per month. The remaining villages and residential groups receive support from 1.1 to 1.3 million VND/person/month.

Security and order protection forces are the "extended arms" of a number of specialized forces at the grassroots level.

In addition, members of the security and order protection team are also supported with a portion of voluntary social insurance and health insurance premiums; receive compensation when assigned, dispatched, or mobilized; when performing tasks and falling ill, having an accident, being injured, or dying, are supported with medical examination and treatment costs and daily meals; in case of death from an accident, relatives of members of the security and order protection team are entitled to a pension and funeral allowance.

Decision No. 12/2024/QD-UBND of the Provincial People's Committee on the number of security and order protection teams and the number of security and order protection team members in Lao Cai province takes effect from July 1, 2024.
