Although the quantity is not large, the business, trade and use of plant protection drugs of unknown origin will affect health, are unsafe for use and pollute the environment.
In order to manage state-owned plant protection drugs in accordance with the law, ensure safety, effectiveness, and meet the needs of people, last March, the Chairman of Lao Cai Provincial People's Committee signed a document directing provincial departments, branches, and People's Committees of districts, towns, and cities to strengthen the management of plant protection drugs in the area. Districts, towns, and cities should step up propaganda and dissemination of legal regulations on production, trading, and use of plant protection drugs to raise awareness, consciousness, and responsibility of people, organizations, individuals, business households, and enterprises.

In 2023, Lao Cai Market Management Force detected and handled 18 cases; administrative violations were fined VND 82.5 million; the value of violating goods was VND 14.5 million; violating goods included 46.7 kg of powdered pesticides and 9 liters of liquid pesticides.
In the first 4 months of 2024, Lao Cai Market Management units detected and handled 4 cases; administratively fined 24 million VND, value of violated goods 11.85 million VND; violated goods included: 5 liters of liquid pesticides; 43.2 kg of powder pesticides... Violations were trading in pesticides of unknown origin, smuggled; not having a certificate of eligibility to trade in pesticides; trading in pesticides at locations other than those stated in the business license...

As someone who has been to many highland and border markets in previous years, the trading of these products is quite common. People come to the market using nylon to freely display and sell many types of pesticides printed in foreign languages without labels or instructions in Vietnamese. To continue to improve the effectiveness of detecting and handling violations of pesticide trading in the coming time, speaking with reporters of Cong Thuong Newspaper, Mr. Do Du Bac - Director of Lao Cai Province Market Management Department informed: The unit continues to direct local Market Management Teams to deploy a number of solutions.
Specifically, on the border, proactively coordinate with the Border Guard, Police and authorities of communes with borders, regularly inspect and monitor people's border crossing activities to promptly prevent and handle violations in transporting smuggled pesticides. Inland areas and at markets, take the lead in coordinating with the Police, agricultural service centers, and market management boards to regularly inspect and handle violations.
