Lao Cai: Summary of 5 years of implementing the Government's decree on defense zones

On the morning of July 23, the Provincial People's Committee held a conference to review 5 years of implementing Decree 21/2019/ND-CP of the Government on defense zones.

Comrade Hoang Quoc Khanh, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, Deputy Head of the Provincial Defense Zone Steering Committee chaired the conference.

Attending and directing the conference were Major General Nguyen Dang Khai, Deputy Commander, Chief of Staff of Military Region 2, Deputy Head of the Standing Committee of the Defense Zone Steering Committee of Military Region 2.

Also attending the conference were comrade Vu Van Cai, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; comrades of the Provincial Party Standing Committee; leaders of the Provincial Military Command, Provincial Police, Provincial Border Guard Command; representatives of provincial departments, branches and sectors; leaders of districts, towns and cities.

Over the past 5 years, with the attention, direction and support of the Central Government, the Military Region 2 Command, the Party Committee, the government, the people and the armed forces of the province have made great efforts and determination, synchronously deployed solutions to effectively implement Decree No. 21/2019/ND-CP and achieved important and comprehensive achievements in all fields. National defense and security continue to be maintained and strengthened; the position and strength of the defense zone have been enhanced. In particular, in 2022, the province successfully organized a provincial defense zone exercise, which was highly appreciated by local Party committees, authorities and Military Region 2.

At the conference, delegates focused on discussing the limitations and difficulties in implementing Decree 21; drawing experience in leadership, direction, and implementation; and proposing solutions to improve quality and efficiency in the coming time.

Speaking at the conference, Major General Nguyen Dang Khai acknowledged and highly appreciated the achievements in implementing Decree No. 21/2019/ND-CP of Lao Cai. At the same time, he requested the agencies, units and armed forces of the province to well implement the 8 important contents set out at the conference; continue to thoroughly grasp and seriously and effectively implement Decree 21/2019/ND-CP of the Government, resolutions, orders, directives and instructions of the Military Region, Provincial Party Committee, Provincial People's Committee, Provincial Military Command on military and defense tasks. Promote the combined strength of all levels, sectors, organizations, people and armed forces in maintaining political stability; promptly detect and handle possible situations, defeating the "peaceful evolution" strategy of hostile forces in the new situation...

Concluding the conference, Standing Vice Chairman of the Provincial People's Committee Hoang Quoc Khanh requested agencies and units to continue to propagate and educate to raise awareness among cadres, party members and people about the task of protecting the Fatherland in the new situation. Focus on building a united and unified party and government organization, a team of cadres with sufficient qualities and capacity to lead, direct, organize and operate the construction and operation of the defense zone; do a good job of protecting internal politics; promote the people's mastery; effectively resolve pressing issues arising in society, contributing to building a solid "people's heart position".

The Standing Vice Chairman of the Provincial People's Committee emphasized the need to improve the quality of operations of the Defense Zone Steering Committee; strengthen coordination between the military, police and other local forces in grasping the local situation and handling situations; closely combine socio-economic development with strengthening national defense and security in accordance with the situation in the provincial defense zone. Strengthen twinning activities, people-to-people diplomacy, defense diplomacy, border diplomacy; properly resolve issues arising in border management; build a peaceful, stable, friendly, cooperative and developing Vietnam-China border.
