According to statistics, Lao Cai currently has more than 2,800 people with meritorious services and relatives of people with meritorious services to the revolution. Of these, more than 2,400 people with meritorious services and relatives of people with meritorious services who are receiving monthly allowances have personal accounts at commercial banks (accounting for over 84%).
Implementing the direction of the central and provincial governments on promoting digital transformation in non-cash social insurance payments in Lao Cai province, Lao Cai province has recently issued many documents and plans to direct departments, branches, localities and related units to promote propaganda and dissemination of benefits from receiving non-cash subsidies, processes and procedures for opening accounts.

Deputy Director of the Department of Labor, War Invalids and Social Affairs (DOLISA) of the province Nguyen Van Son said: Determining the implementation of non-cash social security allowance payment for people with meritorious services to the revolution and social protection beneficiaries is one of the key tasks with the goal of bringing the best benefits to the people; from 2023 to present, the Department of Labor, War Invalids and Social Affairs of the province has advised the Provincial People's Committee to issue plans to implement non-cash allowance payment for people with meritorious services and their relatives to the People's Committees of districts, towns and cities; directing the district-level Departments of Labor, War Invalids and Social Affairs to coordinate with local authorities to collect and update information on support accounts for non-cash payments to beneficiaries of social security policies; step up propaganda to people with meritorious services and their relatives about the benefits of receiving non-cash allowances; closely coordinate with commercial banks in the province to promote propaganda on non-cash payments via bank accounts.
Since April 2023, Bac Ha is the first locality in the province to pilot the payment of non-cash monthly allowances to meritorious people and their relatives. According to Le Van Khiem, Head of the Department of Labor, Invalids and Social Affairs of Bac Ha district, to promote digital transformation in social security payments, the Department of Labor, Invalids and Social Affairs has advised the District People's Committee to issue a document on instructions for non-cash payments to meritorious people and their relatives who are receiving monthly allowances, and at the same time coordinate with the People's Committees of communes and towns to organize propaganda and mobilize meritorious people to apply for transfer of support money through personal accounts or authorized personal accounts. The Bank for Agriculture and Rural Development (Agribank) Bac Ha District Branch also actively coordinates with the People's Committees of communes and towns and the Department of Labor, Invalids and Social Affairs of the district to support the opening of accounts for meritorious people and their relatives in the district to make non-cash allowance payments. From July 2023, 109/109 meritorious people in Bac Ha district will have bank accounts.
Mr. Pham Trung Viet, Lao Cai Ward, Lao Cai City, shared: I am over 68 years old this year, a war invalid with a body injury rate of 81%. Previously, I had to go to the post office to receive monthly allowance payments, due to health problems, I almost always had to ask my children and grandchildren to take me there, which was very inconvenient. In 2024, with guidance from the city's Department of Labor, Invalids and Social Affairs, I registered to open a bank account to receive allowance payments. I find it very convenient and time-saving.
Not only Mr. Pham Trung Viet, in recent times, many people with meritorious services to the revolution and social protection beneficiaries in the province have received monthly allowances through bank accounts. Statistics show that by July 2024, Lao Cai province has paid allowances through bank accounts to people with meritorious services and relatives of people with meritorious services in 9/9 districts, towns and cities, reaching 83.45% (from 2023 to present, 25,346 people have been paid, with an amount of over 66.8 billion VND). Monthly allowances for people with meritorious services and relatives of people with meritorious services are mainly paid by the Department of Labor, Invalids and Social Affairs of districts, towns and cities through the system of the Bank for Agriculture and Rural Development of Vietnam (Agribank) and the Joint Stock Commercial Bank for Industry and Trade of Vietnam (Viettinbank) and a number of other banks.
By participating in the payment of subsidies through bank accounts, people who are eligible for social security subsidies will be guaranteed to receive full subsidies, the payment will be made quickly, safely, securely, and save travel costs for beneficiaries. At the same time, the payment of non-cash social security subsidies also helps units and organizations to settle payments, reduce costs, reduce risks in cash transportation, and increase transparency in payment management.

To continue promoting the payment of non-cash social security benefits to the maximum rate, in the coming time, agencies and departments of Lao Cai province will continue to urge and mobilize people with meritorious services, relatives of people with meritorious services, and beneficiaries of social security to open personal accounts or authorized accounts to receive monthly benefits. Continue to make non-cash payments to beneficiaries of benefits for people with meritorious services and social security who have accounts at banks in the province. Localities continue to propagate and collect and update information on the accounts of beneficiaries to make non-cash social security payments.
Bank branches in the area need to create favorable conditions to provide accounts for monthly social security beneficiaries, and have additional incentives to encourage social security beneficiaries to open personal accounts (free account maintenance and other service fees when using bank cards...). Invest in installing more ATMs in difficult areas, remote areas to facilitate people's use.
With the strong participation of agencies, units and commercial banks in the province, the non-cash payment of social insurance will certainly have new steps forward, ensuring that 100% of meritorious people and their relatives receive non-cash benefits; creating convenience and utility for meritorious people and their relatives; at the same time, ensuring security and safety of currency for the paying unit./.
