Implementing the national target programs, in 2023, the province disbursed 329.59 billion VND, of which development investment capital reached 95%, and public service capital reached 58%. In the first 3 months of 2024, disbursement of development investment capital reached 40%; public service capital reached 2%. The national target programs implemented in the past time have contributed to gradually solving pressing problems of social life. Socio-economic infrastructure in rural, mountainous, remote and isolated areas continues to be invested in, renovated, upgraded and renewed relatively synchronously, especially essential infrastructure serving production and people's lives; many effective production development models are replicated; creating conditions for people to consciously strive to escape poverty, proactively organize production, livestock and crop activities, create livelihoods and increase income. People's access to social services has been improved, and the environment has been increasingly improved.

In addition, the implementation of the 3 national target programs still faces some difficulties and problems such as: The implementation of the mechanism for assigning detailed budget expenditure estimates by type of career, by project, and sub-project component is a bottleneck leading to very low results in disbursement of career capital for national target programs. The scope and fields of the 3 national target programs are quite wide, the large number of guiding documents require a lot of time to research, develop, promulgate and implement, while the staff working on national target programs in localities still face many difficulties; some localities still face difficulties in balancing counterpart resources. Therefore, the Provincial People's Committee recommends that central ministries and branches consider amending and supplementing appropriate regulations so that localities have a basis to disburse the allocated capital; consider recommending the Prime Minister to support additional development investment capital of 40 billion VND from the central budget reserve for the 2 districts of Ninh Son and Thuan Nam to build infrastructure works, striving to reach the goal of a new rural district. There are additional guidelines for matching from local budgets in the direction of reducing the matching rate for provinces with poor districts and limited budget revenue. Early guidance on implementing criteria for identifying low-income workers; attention should be paid to organizing training, fostering, and coaching to improve the qualifications, skills, and expertise of staff working on implementing the National Target Program at all levels.
Speaking at the meeting, the Vice Chairman of the Provincial People's Committee affirmed that the implementation of the National Target Programs is extremely important for the province in solving urgent issues of infrastructure investment, serving production and people's lives, contributing to promoting socio-economic development, hunger eradication, poverty reduction and new rural construction. Thereby, he hoped that the working delegation would continue to pay attention to and support the province, together remove difficulties and obstacles, guide the implementation of programs and projects to achieve high efficiency, clear policy bottlenecks, and maximize disbursement of allocated capital. Sectors and localities, based on the delegation's guidance and support, will effectively, promptly and closely implement programs and projects to promptly disburse allocated budget capital, practically serving production and people's lives, and increasing income for people in rural and mountainous areas in the coming time.
