The report of Gia Nghia City People's Committee at the working session showed that the issue of collecting the State budget in the area is facing difficulties. By September 17, 2024, Gia Nghia City had implemented 216 billion VND, reaching 57% of the estimate assigned by the Provincial People's Council.
Of which, revenue from taxes, fees and charges reached a fairly high rate. However, from land use revenue alone, the locality only achieved 120 billion VND, reaching 19.3%.
Chairman of Gia Nghia City People's Committee Do Tan Suong emphasized that the revenue from resettlement and auction work is being implemented by the locality in coordination with other parties.
Revenue from land use conversion has not met the set requirements. Currently, there are 100 land use conversion records of people that have not been resolved.
Part of the reason is that local experts are at fault with the people. Another part is due to the detailed planning. The general planning of Gia Nghia City is 28,000 hectares, while the detailed planning is only 6,400 hectares.
"According to regulations, only places that have been planned in detail can change their land use purpose. This is the reason why the conversion work is delayed," said Mr. Suong.
Regarding revenue from land use, Vice Chairman of the Provincial People's Committee Le Trong Yen requested Gia Nghia City to urgently build an administrative database to reduce fees and charges for people.
“Why does Gia Nghia City have a lower conversion rate than other districts? Localities need to review the problem to find more effective solutions. First of all, it needs to start from the responsibility of land officials,” Mr. Yen emphasized.
Standing Vice Chairman of the Provincial People's Committee Le Van Chien said that Gia Nghia City must be determined to do it. The locality needs to identify the cause. Is there a situation of neglect or lack of determination? If it is not resolved, it will lead to a vicious cycle.

Concluding the working session, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Ho Van Muoi emphasized that the high targets that Gia Nghia achieved will contribute to helping Dak Nong complete many targets.
“Since the beginning of the year, all relevant contents have been clearly directed by the Provincial People's Committee. The Provincial People's Committee has even "held hands and guided" the localities in implementation. However, the extent to which the localities have been responsible needs to be reconsidered,” Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Ho Van Muoi emphasized.
Regarding disbursement of investment capital, Gia Nghia needs to promptly report to the Provincial People's Committee any projects that cannot be implemented. Regarding state budget collection, the city needs to frankly report on any areas that are not stable, and any revenue sources that are expected to be exploited well.
Regarding land clearance, Gia Nghia needs to focus on implementation. Cases of good compliance and good practices should be rewarded promptly.
First of all, Gia Nghia needs to actively mobilize and propagate people to support. In case of intentional non-compliance, it must be enforced according to regulations.

By the end of September 2024, the disbursement of investment capital in Gia Nghia City is estimated to be more than 75 billion VND, reaching 47% of the plan. State budget revenue is 216 billion VND, reaching 57% of the estimate assigned by the Provincial People's Council. Of which, land use fee revenue is 120 billion VND, reaching 19.3%. Gia Nghia City currently has 9 projects facing difficulties in site clearance.
