197 projects registered for investment in industrial parks and economic zones
Reporting on the progress of key projects, the representative of the Provincial Economic Zone Management Board said that, up to now, the My Thuy Port Project has completed the construction of the storage yard, the wave breaker and is constructing the dike, the eastern breakwater, the concrete supply station for the project, wharfs No. 1, No. 2 and the embankment behind the bridge. For the Quang Tri Industrial Park project, QTIP is implementing the construction of project items such as leveling the wastewater treatment plant and industrial land lots, internal traffic roads, rainwater drainage system, wastewater, water supply system. In particular, the construction of leveling and technical infrastructure of the industrial park (20 hectares) is 94% complete, the wastewater treatment plant has selected a design and construction contractor.
The Hai Lang LNG Power Project - Phase 1 (1,500MW) has completed procedures such as: Local adjustment of the master plan, local adjustment of the construction zoning plan, adjustment of the detailed plan at a scale of 1/500, land use plan, environmental impact assessment, adjustment of investment policy, and project risk quantification report. At the same time, the LNG-specialized wharf and specialized channel for ships coming to serve the Hai Lang LNG Power Plant Phase 1 have been added to the detailed planning of the Central Central Coast seaport group...
Visiting and encouraging the construction units of two key projects, Quang Tri Industrial Park and My Thuy Port, Provincial Party Secretary Nguyen Long Hai requested the investors and construction units to make efforts to overcome difficulties and speed up the progress of the projects to ensure the set schedule. He requested the locality and the Provincial Economic Zone Management Board to coordinate to speed up the site clearance work, promptly handle the remaining cases and hand over all the sites to the construction units. On the occasion of the New Year of At Ty, the Provincial Party Secretary presented gifts to encourage the investors and construction units of the projects.

Reporting at the meeting, the representative of the Provincial Economic Zone Management Board said that currently, in the province, there are 5 established industrial parks (IPs) with a total area of 1,599.2 hectares, including: 2 IPs that have come into operation (Nam Dong Ha IP with an area of 98.75 hectares, occupancy rate of over 82%; Quan Ngang IP (phase 1 and 2) with an area of 201.39 hectares, occupancy rate of over 86%) and 3 IPs that are carrying out site clearance work to deploy investment in infrastructure construction (Tay Bac Ho Xa IP with an area of 214.77 hectares, Quang Tri IP with an area of 481.2 hectares, Trieu Phu multi-industry IP with an area of 528.97 hectares).
By December 31, 2024, in industrial parks and economic zones in the province, there were 197 registered investment projects, with a total registered capital of VND 172,356.43 billion, the expected land area used was 5,978.06 hectares. Annual revenue was about VND 10,000 billion, contributing to the state budget about VND 500 billion. The average number of employees in industrial parks and economic zones was about 6,700 people, with an average income of VND 6.9 million/person/month.
Regarding the operation situation at the two international border gates of Lao Bao and La Lay, a representative of the Provincial Economic Zone Management Board said that immigration and import-export activities have increased in recent years compared to previous years. In 2024, an average of about 880 vehicles entered and exited the border gates each day, with a total of 318,369 in 2024. State budget revenue through the two international border gates reached 915 billion VND.
In 2025, the Provincial Economic Zone Management Board will promote investment attraction in industrial parks and economic zones. Continue to coordinate with departments, branches and localities to advise the Provincial People's Committee to deploy key projects such as Quang Tri Industrial Park, My Thuy Port Area, Hai Lang LNG Phase 1 to ensure progress. Advise on organizing the groundbreaking ceremony of Trieu Phu Industrial Park in the first quarter of 2025 and Tay Bac Ho Xa Industrial Park in the second quarter of 2025. Advise the Provincial People's Committee to deploy projects related to port logistics areas in My Thuy Port Area, coal and silicate processing projects... Implement the Project to complete infrastructure for economic development in the La Lay International Border Gate area and neighboring areas until 2030, with a vision to 2035. Advise on completing the Project on Lao Bao - Densavan Cross-Border Economic and Trade Zone to submit to the Prime Minister...

Resolutely revoke projects that have been granted investment policies but have not been implemented or are behind schedule.
Giving opinions at the working session, Acting Chairman of the Provincial People's Committee Ha Sy Dong and Vice Chairman of the Provincial People's Committee Le Duc Tien requested the Provincial Economic Zone Management Board to focus on closely following the direction of the Provincial Party Standing Committee, the Provincial People's Committee Standing Committee, and the work program issued by the Provincial People's Committee to develop and issue plans and solutions to effectively implement assigned tasks.
Seriously assess the shortcomings and limitations in performing tasks, clarify the causes and responsibilities for unfinished work, especially coordination with relevant departments and branches to overcome them in 2025.
Further strengthen dialogue with businesses and investors to promptly resolve difficulties and obstacles in project implementation as well as attract investment projects. Review projects that have been granted investment policies but are not implemented or are not implemented on schedule to advise the Provincial People's Committee on how to handle them...
Concluding the meeting, Provincial Party Secretary Nguyen Long Hai acknowledged the efforts of the Provincial Economic Zone Management Board in advising and performing its functions and tasks in the past time. In order to effectively implement the tasks in 2025, the Provincial Party Secretary requested the board to proactively review the proposed work contents to most effectively perform the assigned tasks.
Focus on early completion of the Project to adjust the General Planning of the Southeast Economic Zone, the Project to adjust the boundary of the Southeast Economic Zone, the Project to adjust the General Planning for the construction of the Lao Bao Special Economic and Trade Zone, and advise on completing the Project of the Lao Bao - Densavan Joint Cross-Border Economic and Trade Zone to submit to the Prime Minister.
Request the Provincial Economic Zone Management Board to focus on researching and handling overlapping issues in planning, land use plans, and resettlement areas to avoid waste. In particular, urgently review projects that have been granted investment policies but have not been implemented or are behind schedule to advise the Provincial People's Committee to resolutely revoke them.
Continue to implement the policy of streamlining the organizational apparatus in line with the organizational arrangement of departments and branches, focusing on arranging the functions and tasks of the units under the board. Promote administrative reform, improve the investment environment, promptly resolve administrative procedures to attract investment.
