Built on a “golden” land with a total capital of up to 20 billion VND, Quang Thanh market, Quang Thanh ward, Thanh Hoa city is expected to contribute to promoting the development of services, trade, and socio-economics for the locality. However, after 5 years of operation, the market has been completely abandoned, causing a waste of money and land resources.

Quang Thanh Market is one of the large-scale markets built in Thanh Hoa City on an area of ​​1.05 hectares, with a total capital of more than 20 billion VND. The frontage faces the Northeast, adjacent to Vo Nguyen Giap Avenue. In 2019, when the market was built, local people and authorities were very happy and expected that the spacious market would attract small traders to do business in an orderly manner and attract more traders from neighboring communes such as Quang Minh, Quang Cat, Quang Dinh (Quang Xuong district) to wholesale. The market will contribute significantly to changing the socio-economic landscape of the locality. However, contrary to expectations, after 5 years of operation, the market has now fallen into a state of being empty, without any stalls or traders.

At the main gate of Quang Thanh market, only one agricultural supplies store is operating. Along the entire 100m frontage, the government and the investor have built a wire mesh fence to prevent livestock from entering and causing damage.

According to many locals, the main reason why the market is currently abandoned is because the planned location of the market is far from the residential area, contrary to the movement direction of workers in Le Mon Industrial Park. Besides, for a long time, people have been accustomed to buying and selling at street stalls and street markets.

Mr. Le Van Tien - a resident of Thanh Trang quarter, Quang Thanh ward said: After being put into operation, there was a time when the market was crowded due to the government's advocacy and propaganda. But later, because people did not come to the market to buy and sell, the small traders, even though they rented kiosks, gradually had to close.

“Not only me but also the people in the ward have high expectations that Quang Thanh market will operate effectively. This will not only help the locality create jobs for the people but also develop trading services here. An abandoned market not only wastes investment funds but also wastes the State's land resources,” said Mr. Tien.

Ms. Do Thi Trang - Chairman of Quang Thanh Ward People's Committee said: Quang Thanh Market was leased land by Thanh Hoa Provincial People's Committee to Road and Bridge Construction Joint Stock Company 5 for the purpose of market construction according to Decision No. 1563 dated May 2, 2018. Accordingly, Road and Bridge Construction Joint Stock Company 5 was leased 8,877.3m2, for a lease term of 50 years. The scale of the project is to build a class II market with 380 business locations, including construction items: 1-storey main market building; 3-storey management building; kiosk areas and other technical and auxiliary infrastructure works...

After construction, the Ward People's Committee had high expectations for the Quang Thanh market project. This is the only market that the locality has called for attracting businesses to invest in. In order for the market to be able to operate, the Ward People's Committee has proposed many solutions such as eliminating the temporary markets that have been operating for a long time in the neighborhoods; propagating and mobilizing small traders and people to go to the market to buy and sell.

“Although the government has used every possible measure to “save” the market, up to now no one has come to the market. Given the above situation, we have also requested the investor to find a solution soon. If the market can be put back into operation, there must be a solution, or it is possible to convert to another investment model to avoid wasting land and investment resources... However, even the option of converting the land use purpose is almost impossible because it is entangled in many regulations and legal procedures,” said Ms. Trang.
