The Ministry of Science and Technology said that since 2017, like many countries in the world, Vietnam has used the Global Innovation Index (GII) published annually by the World Intellectual Property Organization (WIPO) to identify strengths and weaknesses in socio-economic development based on science, technology and innovation. From there, appropriate solutions and improvement measures are proposed, and relevant policies are promptly developed and issued.

Over the years, Vietnam's GII results have consistently improved. Vietnam has been consistently recognized by WIPO as a country with scores much higher than the average of countries in the same income group.

In 2023, Vietnam ranked 46th, up 2 places compared to 2022. Over the past 10 years, since 2013, Vietnam's GII ranking has increased by 30 places (from 76th to 46th). Vietnam has continuously maintained its leading position in the group of lower-middle-income countries.

At the local level, in reality, because the GII is assessed at the national level, many statistics at the local level are not available. The assessment method according to international standards is still new, so there are points that are not similar to the reality of localities in Vietnam.

In addition, due to differences between localities in terms of socio-economic scale, population, land, economic structure, development orientation, etc., localities need to choose socio-economic development models based on different science, technology and innovation, suitable to the context, conditions and specific characteristics.

Therefore, many localities have proposed the need for a set of local innovation indexes to have a scientific basis and evidence to serve the direction and management of socio-economic development based on science, technology and innovation better and closer to reality.

The Ministry of Science and Technology said that with technical support from WIPO, based on research and experience in building existing local-level index sets in the country (PCI, PAR, PAPI, etc.) and foreign experience, the Ministry has built a Local Innovation Index in 10 steps suitable to the practical context and characteristics of localities in Vietnam. It is expected that the results of the 2023 PII ranking will be announced in early 2024.

The PII index aims to provide a realistic, comprehensive picture of the current status of the socio-economic development model of each locality, thereby providing the basis and evidence of strengths, weaknesses, potential factors and necessary conditions to promote socio-economic development based on science, technology and innovation of each locality, helping local leaders have a scientific and practical basis to identify and select appropriate orientations and solutions for development.

For authorities at all levels, the PII index provides the basis for strengths, weaknesses, potential factors and necessary conditions to promote socio-economic development based on science, technology and innovation of each locality; serves as a scientific and practical basis for building and effectively implementing policies to promote and create a favorable environment for science, technology and innovation activities; promotes the implementation of local socio-economic development initiatives based on science, technology and innovation, taking advantage of strengths and overcoming challenges.

Providing tools and techniques to evaluate and compare the capacity and results of science, technology and innovation activities between localities as well as the quality of state management and administration of science, technology and innovation; contributing to improving the capacity and results of national science, technology and innovation activities.

For investors, the local PII assessment results will be useful reference information about the local investment environment to make appropriate investment decisions.

The PII index is also meaningful for the international community of organizations and donors to review and consider relevant funding and activities in localities in Vietnam.

The PII index has 52 indicators, divided into 7 pillars (following the structure of the GII index). Accordingly, there are 5 input pillars reflecting factors that create favorable conditions for socio-economic development based on science, technology and innovation: Institutions, Human capital and Research and development, Infrastructure, Market development level and Enterprise development level.

The two output pillars reflect the impact of science, technology and innovation on socio-economic development, including: Knowledge, innovation and technology products, and Impact.

For each locality, the assessment and ranking results of each indicator, indicator group and pillar are presented in a summary information table. At the same time, the 5 strengths and 5 weaknesses of each locality are also clearly indicated.

Based on this information, localities can identify issues that need attention in order to direct and manage the development and implementation of measures and solutions to promote socio-economic development based on local science, technology and innovation, contributing to improving business capacity, competitiveness, and innovation capacity of localities and the country...
