The National Assembly's Law Committee proposed clarifying the reasons why heads of administrative agencies, especially ministers and heads of ministerial-level agencies, have not fully performed their responsibilities of directly receiving citizens as prescribed in order to find solutions to overcome and improve this work in the coming time.
Rectify and recommend handling 696 individuals who violated the law through inspection
Morning of November 26, at At the 8th session of the 15th National Assembly, Government Inspector General Doan Hong Phong presented a report on citizen reception and settlement. complaint, accusation administrative year 2024.

The report stated that during the year, administrative agencies received 363,245 people regarding 290,497 cases, including 3,687 large groups.
People's Courts at all levels received 453 people regarding 392 cases. People's Procuracies at all levels received 7 people. The State Audit Office had no citizens coming to complain or denounce.
The Government Inspectorate has issued a plan to urge and inspect localities to review and resolve 1,003 pending, complicated, and prolonged complaints and denunciations. As a result, 806/1,003 cases (80.4%) have been inspected and reviewed, while 197 cases (19.6%) of localities have not yet had inspection and review results.
The Government Inspectorate has issued a document urging localities to urgently inspect, review and report the results to the Government Inspectorate before November 15, 2024.
People's Courts, People's Procuracies at all levels, and State Audit have no pending, complicated, or prolonged complaints or denunciations.

Administrative agencies have organized nationwide thematic inspections on public service responsibilities, and have conducted 1,228 inspections and checks on responsibilities for receiving citizens, complaints and denunciations; through inspections, management has been rectified and disciplinary action has been recommended for 169 organizations and 696 individuals with violations.
People's Courts at all levels conducted 217 inspections. People's Procuracies at all levels conducted 73 inspections. State Audit conducted 12 inspections.
Ministry-level citizen reception only reached 48%
Examining this content, Chairman of the Law Committee Hoang Thanh Tung said that compared to 2023, the number of citizens directly going to state administrative agencies to make complaints, denunciations, petitions and reflections decreased in all three criteria (down 7.2% in number of visits, 7.3% in number of people and 1.5% in number of cases); the number of large groups going to the Government Inspectorate decreased by 16.8%, going to ministries and branches decreased sharply by 39.6%.
The direct reception of citizens by Chairmen of People's Committees at all levels is best implemented at the commune level (92%), followed by the district level (85%) and the provincial level (81%); however, at the ministerial level, it only reached 48%.
The Government is requested to clarify the reasons why heads of administrative agencies, especially Ministers and Heads of ministerial-level agencies, have not fully performed their responsibilities of directly receiving citizens according to the provisions of the Law on Citizen Reception in order to find solutions to overcome and improve this work in the coming time.

According to the inspection agency, in 2024, state administrative agencies received 480,233 complaints and denunciations, an increase of 6%; processed 471,229 complaints, accounting for 98.1%. Compared to 2023, the number of complaints received by agencies all increased, with the Government Inspectorate increasing by 6.8%, central ministries and branches increasing by 13.4%, and localities increasing by 4.3%.
However, of the processed applications, the number of applications eligible for processing accounts for 80% (76.8% in 2023), of which 99.5% is in the Government Inspectorate, 60% is in the Ministries and branches, and 84.3% is in the localities.
The Government is requested to clarify the reasons for the increase in the number of applications received under the responsibility of ministries and branches, but the number of applications eligible for processing is much lower than that at the local level, so that appropriate solutions can be found to reduce the workload for officials and civil servants doing this work.
The Law Committee found that state administrative agencies at all levels have shown efforts in handling complaints, resolving 85.6% of complaints under their authority, higher than the target of "achieving a rate of over 85%" set by the Government.
However, the number of complaints increased by 39.1% and the number of complaints under its jurisdiction increased by 12.4%, showing that the operation of the public administrative apparatus still has many shortcomings.
People still lack confidence in the objectivity, impartiality, and handling capacity of a number of civil servants and competent persons in handling the work of people and businesses.
Therefore, Chairman Hoang Thanh Tung suggested that the Government needs to carefully evaluate this limitation to find more effective solutions.
