On June 28, the Ministry of Information and Communications organized training for 379 officials who are Deputy Department Heads, Department Managers and equivalents of 34 agencies, units and enterprises under the Ministry. This is the first training course in the plan to train and foster leaders and managers at all levels and officials and civil servants of the Ministry of Information and Communications in 2024.

Pointing out that the cadres who create sustainability for an organization are specialists and intermediate leaders, Minister Nguyen Manh Hung emphasized: Cadres must be trained from the root, from employees to be sustainable. Deputy managers, department managers and equivalents will later mature and take on greater responsibilities in the future, so they need to be prepared, trained, practiced and experienced right now.

With that viewpoint, the Ministry of Information and Communications is currently appointing and assigning jobs to officials based on their potential. And to accelerate the manifestation of officials' abilities, the requirements and goals set for leaders appointed based on potential are pushed to a higher level. The direct leaders of these personnel must also supervise and assist more frequently.

In addition to requiring managers at all levels of the Ministry to focus 80% of their efforts and time to do well in their space, 'circle', and tasks, the Minister also asked them to be ready to accept work when their superiors assign them greater space and responsibility. Leaders must 'tolerate' the differences of personnel in the organization.

During the more than 3 hours of the discussion program, the leaders of the Ministry of Information and Communications had the opportunity to better understand the team of middle-level managers, thereby discovering and continuing to train to create a source of leaders for the Ministry. At the same time, through the detailed answers, analysis and specific evidence from the head of the Information and Communications sector, the management staff of the Ministry were further equipped with the development orientation, management perspective of the sector as well as the requirements on skills needed by leaders.

Explaining more clearly about digital transformation - green transformation and its application in units of the Ministry of Information and Communications, the Minister wants everyone to understand this 'twin' in a simple way. In particular, digital transformation needs to be seen as something that each person sees as beneficial. For example, when there are a lot of papers, documents, and data, and people are overloaded, it is necessary to transform digitally, using digital technology for machines to do it instead, because machines do better than humans with a lot of data. Creating virtual assistants and secretaries is a form of using digital transformation to relieve people's work. As for green transformation, everyone is advised to start with small, seemingly simple things such as reducing the use of paper documents, writing short reports, not using redundant or excessive materials...

Department-level officials need to focus on handling routine tasks well, dedicating at least 95% of their time, energy, and intelligence to routine tasks.

To motivate employees, the best way is to assign them valuable, big, challenging tasks, often new tasks with a backup, which is to show them an easy way to do it. Leaders and managers, whether at the deputy director, deputy director or department level, when thinking of a new, challenging task, must also think of an easy approach so that employees can do it. "Being a leader is not only thinking of challenging tasks, valuable tasks that help the country develop, but also finding an easy way to do it, a new approach to make it feasible," the Minister stated.

In the specific situation of dealing with employees who produce low-quality results, the Minister suggested ways for organizations to operate well with average employees. That is, designing organizations with transparent processes, clear regulations on work, and connection requirements; Investing in tools to make employees' work about 4-5 times easier so that average people can also do well. "As a leader, I always repeat that we must build tool systems to make the work of our staff easier and improve the quality of work. Among those tools, digital tools are important," Minister Nguyen Manh Hung emphasized once again.
