Cleaning the nest to welcome the semiconductor industry eagle

Speaking at the seminar "Infrastructure readiness for the semiconductor industry in Vietnam" held this morning (December 7) in Hanoi, Minister of Planning and Investment Nguyen Chi Dung said that in order to implement the content of cooperation in developing the semiconductor industry in the Vietnam - US Joint Statement, recently, Vietnam has actively prepared conditions to be ready to welcome and cooperate with US businesses and investors in the semiconductor industry supply chain.

Vietnam has had specific and consistent orientations, goals and actions to build the initial important foundations for this industry. Recently, a series of policy moves have been implemented.

Firstly, the Government has assigned the Ministry of Planning and Investment to coordinate with relevant agencies to develop a project on human resource development for the Vietnamese semiconductor industry until 2030, with a vision to 2045. The goal is to have 30,000 semiconductor engineers by 2030.

Second, last November, the National Assembly issued a Resolution allowing the Government to draft a Decree to establish an Investment Support Fund for a number of high-tech projects, including projects in the semiconductor industry, which is expected to be issued in mid-2024.

Third, Vietnam established the National Innovation Center (NIC). This is a national agency to promote the innovation ecosystem and develop high-tech industries, especially the semiconductor industry.

Fourth, the Government has approved the Power Plan 8, ensuring priority for stable power supply for investment projects and aiming to ensure sustainable energy.

Fifth, the transportation system such as highways and international airports has gradually been completed and synchronized.

Sixth, Vietnam has three high-tech zones in Hanoi, Da Nang and Ho Chi Minh City with especially favorable and preferential mechanisms and policies for high-tech enterprises.

Mr. John Neuffer - Chairman of SIA John Neuffer shared about US - Vietnam cooperation activities to promote the semiconductor industry.

Mr. Neuffer said that SIA member companies have significant investments in Vietnam, including Intel, Marvell, Synopsys, Qualcomm, Ampere, Infineon, etc. Many are doubling their investments. These investments are a testament to Vietnam's growing and pivotal role in the global semiconductor supply chain.

“We see incredible opportunities for Vietnam to grow its footprint in the global semiconductor supply chain,” said Neuffer.

Ensure to be the best source of human resources

One of the issues that SIA enterprises are particularly concerned about is high-quality human resources for the semiconductor industry in Vietnam. Enterprises said that it is currently very difficult to find talent in this industry. Therefore, the units expressed their desire to cooperate with Vietnamese enterprises and universities to train human resources for the industry.

"Vietnam is committed to providing the best and most complete human resources for the semiconductor industry," Minister Nguyen Chi Dung affirmed.

At the seminar, Mr. Nguyen Van Phuc, Deputy Minister of Education and Training, shared more about Vietnam's human resource advantages. Currently, the number of students studying STEM accounts for 1/3 and has increased by about 10% in the past 3 years.

Vietnam has strengths in mathematics and chemistry training, ranking number 1 in Southeast Asia. This is a good foundation in the semiconductor and information technology industries. In addition, Vietnam has about 40 universities training in fields related to semiconductors.

Mr. Phuc believes that if the demand for semiconductor chips increases, students will turn to this field more. Vietnam can completely meet the human resource needs from additional training to completely new training.

Representatives of the Ministry of Education and Training hope that US businesses will cooperate closely with universities, develop training programs, support students in internships, and assist universities in building laboratories.

At the seminar, representatives of local authorities also shared policies to develop human resources in the semiconductor industry.

Mr. Vuong Quoc Tuan, Permanent Vice Chairman of Bac Ninh Provincial People's Committee, said that the locality has been developing infrastructure and human resources related to high-tech industries.

In the semiconductor sector, in terms of infrastructure, Bac Ninh Industrial Park is the area with the largest industrial infrastructure in the North to become a center for research and innovation transfer. Bac Ninh province has a policy of supporting 50% of tuition fees for students in the high-tech sector. The province has allocated 400 billion VND for this policy.

Mr. Tuan said that in 2024, Bac Ninh will issue a Resolution to support training facilities and tuition fees for students majoring in semiconductors, support site clearance, and preferential mechanisms to attract famous universities to Bac Ninh.

The Ministry of Planning and Investment, the Ministry of Information and Communications, the Ministry of Industry and Trade, localities and Vietnamese enterprises also provided SIA and member enterprises with basic information on the business investment environment and infrastructure conditions for electricity, water, traffic and preferential policies in industrial parks, economic zones and high-tech parks.

This shows that Vietnam is ready in terms of infrastructure and necessary conditions to receive investment projects from US semiconductor enterprises.
