As a mountainous and border province with 20 ethnic groups living together, of which ethnic minorities account for 84%, Lai Chau identifies the role of ethnic minority cadres as an important factor contributing to promoting the province's development.

The cadres are ethnic minorities born in the village, have close relationships with ethnic minorities and understand their lives, customs and practices. They are close, intimate, understand and grasp the thoughts and aspirations of the people.
Therefore, if we can promote the capacity and knowledge of ethnic minority cadres, they will be an important bridge to propagate, mobilize, and implement the Party's guidelines and policies, and the State's policies and laws in a timely and effective manner. Thereby, we can organize, guide, and motivate ethnic minorities in the process of building and developing their villages and homelands.
Sung Phai Commune (Lai Chau City) has 93% of its population being ethnic minorities. In recent years, the Party Committee and People's Committee of the commune have created conditions and encouraged cadres and civil servants to enhance their studies, improve their professional qualifications and political theory, and ensure the standards for grassroots cadres.
Specifically, from 2021 to present, 60 commune officials and civil servants have participated in training courses to improve their expertise and skills from college to university, and participated in intermediate classes on political theory and state management...
Currently, out of a total of 22 cadres and civil servants of Sung Phai commune, there are 15 cadres and civil servants who are ethnic minorities; of which 12/15 cadres and civil servants have university degrees, and 15/15 have intermediate political theory degrees.

Every year, the Provincial Party Committee allocates 40% of its quota to recruit ethnic minorities into Party agencies, the Fatherland Front, and socio-political organizations at the provincial and district levels.
From 2021 to present, the whole province has recruited 303 civil servants and public employees who are ethnic minorities. Along with that, the province has done a good job of arranging, organizing, and assigning tasks in accordance with the job position, qualifications, capacity, and strengths of the staff, gradually restructuring the team of ethnic minority staff in accordance with the specific characteristics of each locality, agency, and unit.
Up to now, 60% of provincial departments, branches, sectors and agencies have ethnic minority leaders and managers; 8/8 districts and cities have ethnic minority leaders in the Standing Committee of the Party Committee, leaders of the People's Council and People's Committee; 49.43% of district departments, branches and agencies have ethnic minority leaders and managers.
Up to now, the quality of the team of leaders and managers of ethnic minorities at the provincial and district levels has been improved, the rate of officials with university degrees reached 99.75%, political theory level from intermediate level or higher reached 100%; 100% of key officials at the commune level met the conditions according to the title standards, the rate of officials with university degrees or higher was 78.67%, advanced political theory was 37.53%.
It can be affirmed that the above results are an important foundation for Party committees and organizations at all levels to successfully implement Resolution No. 06 of Lai Chau Provincial Party Committee on improving the quality of ethnic minority leaders and managers and key commune-level officials in the 2021-2025 period, with a vision to 2030.
Thereby contributing to building a team of ethnic minority cadres with strong political will, good qualities, ethics, qualifications, professional and technical capacity to meet the requirements of performing tasks in the new situation.
