In June 2022, the 3rd session of the 15th National Assembly passed a resolution on the investment policy for the Khanh Hoa - Buon Ma Thuot expressway construction project, phase 1. According to this resolution, the project investment aims to form a horizontal axis connecting the Central Highlands with the South Central Coast; connecting with vertical axes, promoting the effectiveness of projects that have been and are being invested; connecting economic centers, seaports, meeting transportation needs; creating space and spatial momentum for the development of the Central Highlands and the South Central Coast...
The Khanh Hoa - Buon Ma Thuot Expressway Project has a total length of about 117.5 km. The starting point of the project is at Nam Van Phong Port (Khanh Hoa), the end point is at Ho Chi Minh Road avoiding the east of Buon Ma Thuot City (Dak Lak). The Ministry of Transport plans to invest nearly 22,000 billion VND in phases; divided into 3 component projects 1 (32 km), 2 (37.5 km) and 3 (48.5 km), respectively implemented by the People's Committee of Khanh Hoa province, the Ministry of Transport and the People's Committee of Dak Lak province.

Mr. Le Cong Du, Deputy Director of Dak Lak Department of Transport, said that the construction of the Khanh Hoa - Buon Ma Thuot expressway is a very correct policy of the State, creating a new look for Dak Lak as well as the Central Highlands provinces, where traffic infrastructure is still limited and weak. "The route will contribute significantly to upgrading infrastructure, promoting socio-economic development of the mountainous province of Dak Lak and creating a spillover effect for the Central Highlands as well as the South Central region," Mr. Du said.
COFFEE EXPORTS WILL BE NEAR SEAPORTS
Dubbed the "coffee capital" of the country, Dak Lak has a coffee area of over 210,000 hectares, an annual output of nearly 510,000 tons/year, and exports of over 200,000 tons. For a long time, the entire large volume of exported coffee has only been transported by road, nearly 400 km from Dak Lak to the port in Ho Chi Minh City to go to the international market. However, not only coffee but also many agricultural products exported by businesses and localities, at many times, are gathered in large quantities, causing congestion at Ho Chi Minh City port. Therefore, the implementation of the Khanh Hoa - Buon Ma Thuot expressway project will help transport Dak Lak's coffee to reduce dependence on the route to Ho Chi Minh City, and export enterprises will have more advantages in logistics costs. Mr. Le Duc Huy, General Director of Dak Lak 2.9 Import-Export Company Limited, said that when this expressway is completed, along with Van Phong seaport (Khanh Hoa) being upgraded to an international port, the coffee transport route from Dak Lak to the export seaport will be only over 100 km. "Not only beneficial in terms of freight costs, this expressway also contributes to completing the transport infrastructure, attracting more investors to Dak Lak and the Central Highlands," Mr. Huy assessed.

As a starting point of the expressway, Buon Ma Thuot City will receive additional growth momentum from this important route. Mr. Vu Van Hung, Chairman of the People's Committee of Buon Ma Thuot City, said that when the expressway is completed and put into use, there will be a new direction for planning the development of residential areas, urban areas, and industrial zones and clusters, taking advantage of the upgraded traffic infrastructure. "This expressway will play a supporting role in developing Buon Ma Thuot City into a central urban area of the Central Highlands according to the Central Government's policy; attracting more investment in economic sectors, creating positive development momentum for the city," said Mr. Hung.
Mr. Nguyen Duc Son, director of a real estate company in Dak Lak, said that the Khanh Hoa - Buon Ma Thuot expressway project brings hope to investors in exploiting the potential and advantages of the area. According to Mr. Son, recently, the real estate market along the planned expressway has shown many signs of fluctuations, land prices are no longer "standing still", many investors see that this area will have many new and attractive opportunities...
People in the mountain town also expressed excitement at the news of the construction of the Khanh Hoa - Buon Ma Thuot expressway. Ms. Le Thao Phuong, a resident of Buon Ma Thuot, said that after researching, this expressway is the shortest route connecting the plateau to the coastal tourist area of Khanh Hoa. "Up to now, traveling by car from Buon Ma Thuot to Nha Trang via National Highway 26 takes about 4 hours, but thanks to the expressway, the time will be reduced by nearly half, helping people and tourists travel more conveniently, promoting tourism growth in the two localities of Dak Lak and Khanh Hoa. I hope this route will be started and completed soon," Ms. Phuong said.
Project start before June 30, 2023
In mid-May, the Ministry of Transport issued a directive requesting project management boards to promptly complete the approval of the technical design of the bidding package, ensuring the basis for making estimates, bidding documents, selecting construction contractors, and meeting the schedule for starting the Khanh Hoa - Buon Ma Thuot expressway project before June 30, 2023 according to Resolution 89 dated July 25, 2022 of the Government. The Ministry of Transport also requested the People's Committees of the provinces to direct the implementation of site clearance for component projects, ensuring the handover of at least 70% of the site area for the project's commencement.
Average growth contribution 1.5%
In a related report, the Dak Lak Provincial People's Committee assessed that the Khanh Hoa - Buon Ma Thuot Expressway will be a strategic route, playing an important role in awakening and exploiting the development potential of Dak Lak as well as the Central Highlands region. When put into operation, the project will impact the economic development of localities and regions by about 0.9% - 2.1%, an average of 1.5%. The construction of the expressway will meet the need for further economic connectivity in general and tourism in particular between the Central Highlands and the South Central Coast.
