Compared with current legal regulations, the draft Law on Teachers has some new points such as the subjects and scope of application of the Law are teachers in educational institutions in the national education system.

Continuing the 8th Session of the 15th National Assembly, on the morning of November 9, the National Assembly listened to the Presentation and Verification Report on the draft Law on Teachers.
Presenting the Government's Proposal on the draft Law on Teachers, Minister of Education and Training Nguyen Kim Son said that the development of the draft Law aims to fully and promptly institutionalize the Party and State's guidelines, policies and strategies on teachers, especially the viewpoint that "Education development is the top national policy", teachers "play a decisive role in ensuring the quality of education"; perfecting the legal system on teachers to create a legal basis to implement the central and consistent goal of building and developing a team of teachers with sufficient quantity, ensuring structure and good quality; honoring teachers, creating conditions for teachers to work with peace of mind, love their profession, be dedicated and responsible for their profession.
The Law on Teachers stipulates the professional activities, rights and obligations of teachers; titles and professional standards of teachers; recruitment and use of teachers; salary and remuneration policies for teachers; training, fostering and international cooperation on teachers; honoring, rewarding and handling violations of teachers; and management of teachers. The Law on Teachers applies to teachers who are recruited and perform teaching and educational tasks in educational institutions within the national education system.
The drafting of the Law on Teachers was carried out in accordance with the order and procedures prescribed in the Law on Promulgation of Legal Documents.
According to Minister Nguyen Kim Son, based on the review opinions of the Committees and the direction of the National Assembly Standing Committee, the Government has absorbed, revised and completed the draft Law on Teachers, submitting to the National Assembly a draft Law consisting of 9 chapters and 50 articles specifying 5 policies in the proposal to develop the Law approved by the Government in Resolution No. 95/NQ-CP dated July 7, 2023 of the Government, including: Identification of teachers; Standards and titles of teachers; Recruitment, use and working regime of teachers; Training, fostering, treatment and honoring of teachers; State management of teachers.
Minister Nguyen Kim Son said that compared to current legal regulations, the draft Law on Teachers has some new points such as the subjects and scope of application of the Law are teachers in educational institutions in the national education system, including teachers in public educational institutions and teachers in non-public educational institutions. Standardizing the teaching staff through a system of titles and professional standards for teachers with standards closely following the requirements on professional capacity associated with each level of education and training level. Teachers in non-public educational institutions are equal to teachers in public educational institutions in terms of identification, professional standards, basic rights and obligations and some policies such as training, fostering, honoring, rewarding, and handling of violations.
The draft law also gives the education sector the initiative in recruiting and using teachers. The salary policy for teachers is prioritized. In particular, the basic salary according to the teacher salary table is ranked highest in the administrative career salary scale system; teachers are entitled to preferential allowances for their profession and other allowances depending on the nature of their work and the region as prescribed by law...
Examining the draft Law, the National Assembly's Committee on Culture and Education basically agreed on the necessity of developing the draft Law on Teachers. Basically, the draft Law dossier was carefully prepared, in accordance with the provisions of the Law on Promulgation of Legal Documents, meeting the conditions for submission to the National Assembly for consideration.

Chairman of the National Assembly's Committee on Culture and Education Nguyen Dac Vinh said that the Committee agreed with the provisions on the State's policy on building and developing the teaching staff (in Article 6) and considered this a major policy framework, which will continue to be specified in the articles and clauses in the draft Law. The draft Law has introduced a number of new policies such as honoring and protecting teachers, encouraging creativity in professional activities, and policies on training and fostering continuous professional development for teachers.
The Committee basically agrees with the regulations on the rights and obligations of teachers (in Articles 8 and 9); on what must not be done (in Article 11); aggravating circumstances in handling violations of the prestige, honor, rights and legitimate interests of teachers (in Clause 2, Article 45).
The Committee recommends that the drafting agency continue to review and improve the technical text of the draft Law, not stipulate contents that have been regulated by other specialized laws, and not include in the draft Law policies that have not been thoroughly assessed for impact or issues that still have many different opinions.
The National Assembly's Committee on Culture and Education requested National Assembly deputies to discuss and give opinions on the draft Law on Teachers, focusing on a number of issues: State policies on building and developing the teaching staff; rights and obligations of teachers; professional standards for teachers; recruitment, mobilization, secondment, and transfer of teachers; salary and allowance policies for teachers; policies to support and attract teachers; retirement regime for teachers; State management of teachers./.
