Number of cases accepted increased by 7.73%, resolved increased by 8.4%

Presenting the work report of the People's Court in 2024, Chief Justice of the Supreme People's Court Le Minh Tri said that in 2024, the Courts at all levels will carry out their tasks in the context that the number of cases to be accepted and resolved continues to increase with increasingly complex nature and level, especially drug crimes, traffic safety violations, child sexual abuse, cyber crimes...

According to Chief Justice Le Minh Tri, the Courts must not only do a good job in resolving and adjudicating all types of cases, but also continue to implement the Law on Mediation and Dialogue at Court and organize online trials; carry out judicial reform tasks according to Resolution No. 27-NQ/TW dated November 9, 2022 of the Party Central Committee on continuing to build and perfect the socialist rule-of-law State of Vietnam in the new period; prepare conditions to implement the Law on Organization of People's Courts (amended) which will take effect from January 1, 2025.

Compared to 2023, the number of cases accepted increased by 7.73%; the number of cases resolved increased by 8.4%. The rate of judgments and decisions annulled or amended due to subjective reasons of the Court was 0.77%, 0.12% lower than the previous year and meeting the requirements set forth in the National Assembly Resolution.

The trial was strictly handled, with the right person, the right crime, and the right law; no cases of wrongful conviction of innocent people were discovered. Notably, many economic, corruption, and position cases were strictly handled under the supervision of the Central Steering Committee on Anti-Corruption, Wastefulness, and Negativity and the Provincial Steering Committee on Anti-Corruption, Wastefulness, and Negativity, and cases that caused particularly great damage and caused public outrage were also handled.

"The Courts have applied severe punishments to the masterminds, ringleaders, and those who took advantage of their positions to appropriate large amounts of state assets, and differentiated the subjects in the case to ensure strict, humane, convincing handling, and compliance with the law," Chief Justice Le Minh Tri said.

From the results achieved, Chief Justice of the Supreme People's Court Le Minh Tri affirmed that in 2025, the Court system will strengthen political education, ideology, moral qualities, sense of organization and discipline; thoroughly implement the motto of action "Solidarity, responsibility, discipline, integrity, innovation, overcoming difficulties and efficiency" throughout the industry. Continue to synchronously implement solutions to speed up progress and improve the quality of handling and adjudicating all types of cases and incidents according to regulations; strive to achieve and exceed the work targets according to the Resolution of the National Assembly.

Regarding some recommendations, Chief Justice Le Minh Tri recommended that the National Assembly Standing Committee strengthen the guidance on law application and attach importance to the work of legal interpretation to ensure unified understanding and application of law in adjudication activities. Complete the draft laws and ordinances assigned to preside over the drafting on schedule and with quality. Strengthen research, selection and development of precedents.

At the same time, continue to invest in facilities, human resources and other necessary conditions to deploy specialized courts according to the Law on Organization of People's Courts 2024; associated with international cooperation activities; exchange experiences in training judges in the fields of commercial business, international arbitration, intellectual property, bankruptcy, juvenile justice... to effectively deploy the Law projects that have been and are being considered and approved by the National Assembly at the 7th and 8th Sessions...

Recovering more than 26,215 billion VND from corruption and economic cases

Also at the meeting, presenting the work report of the Chief Justice of the Supreme People's Procuracy, Chief Justice Nguyen Huy Tien said that in 2024, the basic important targets of the People's Procuracy sector all met and exceeded the targets assigned by the National Assembly. Specifically: Practicing the right to prosecute and supervise the reception and handling of 165,377 sources of information on crimes (reaching 100%). Issuing 120,523 documents requesting the Investigation Agency to check and verify sources of information on crimes; directly supervising the handling of 1,877 sources of information on crimes at the Investigation Agency; requesting the prosecution of 961 cases (an increase of 21.6%)... Practicing the right to prosecute and supervise the investigation of 142,946 cases/231,614 defendants (an increase of 6.3% in the number of cases and 10.7% in the number of defendants); supervising 100% of criminal cases right from the time of prosecution; issued 102,584 requests for investigation (up 3.5%)...

Along with that, the Supreme People's Procuracy also strengthened coordination with the Ministry of Public Security and the Supreme People's Court to accelerate the investigation, prosecution and strict trial of many major corruption and economic cases, cases under the supervision and direction of the Central Steering Committee on Anti-Corruption and Negative Practices. During the investigation, prosecution and trial, measures were applied to ensure the recovery of more than VND 26,215 billion...

According to Director Nguyen Huy Tien, currently, the crime situation is complicated, the number of cases, crimes and law violations has increased rapidly compared to before with many new crimes of a more complicated nature.

In addition, the Procuracy sector has implemented many new tasks according to the provisions of the law, the workload has increased significantly; along with that, the requirements for law and discipline are increasingly high, so the sector has to face many pressures in the situation of lack of staff, lack of judicial titles (Procurators at all levels) which are mandatory titles to perform the tasks.

Therefore, the Chief Justice of the Supreme People's Procuracy proposed that the National Assembly Standing Committee assign additional positions of Prosecutors in various ranks to create favorable conditions for leading, directing and guiding primary Prosecutors to perform their duties within the assigned staffing quota...

In addition, the Chief Justice of the Supreme People's Procuracy recommended that the Government direct ministries, departments and branches to study and synthesize the causes and conditions leading to the increase in crimes, complicated developments, and negative impacts on social order and safety; strengthen inspection and review work to detect and overcome loopholes and shortcomings in State management in all areas; the work of appraisal and asset valuation still has many shortcomings that do not meet the requirements in the fight against criminal cases. From there, build a comprehensive program on crime prevention and combat for local authorities and judicial agencies to strengthen international cooperation to coordinate the application of crime prevention measures in general and high-tech crimes in particular.
