Continuing the program of the 6th Session of the 15th National Assembly, on October 25, the National Assembly conducted a vote of confidence for those holding positions elected and approved by the National Assembly by secret ballot. In the working program, the National Assembly discussed in the hall a number of contents with different opinions in the drafts: the Law on Identification, the Law on Telecommunications (amended).
At the beginning of the morning session, the National Assembly conducted a vote of confidence for positions elected and approved by the National Assembly by secret ballot. There are three levels of confidence votes: High confidence - Confidence - Low confidence.
The vote of confidence is carried out in accordance with Resolution No. 96/2023/QH15 of the National Assembly on taking a vote of confidence and voting for confidence in people holding positions elected or approved by the National Assembly or People's Council.
Accordingly, the positions elected and approved by the National Assembly that are eligible for a vote of confidence include: President, Vice President; Chairman of the National Assembly, Vice Chairman of the National Assembly, member of the National Assembly Standing Committee, Chairman of the National Council, Chairman of the National Assembly Committee, Secretary General of the National Assembly; Prime Minister, Deputy Prime Minister, Minister, other members of the Government; Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy and State Auditor General. However, also according to Resolution 96, the National Assembly will not take a vote of confidence for those who have announced their retirement or have been elected or approved in the year of the vote of confidence.
Therefore, among the 49 people holding positions subject to voting, there are 5 people who were elected and approved who will not be subject to a vote of confidence this time, including: President Vo Van Thuong, Deputy Prime Minister Tran Hong Ha, Deputy Prime Minister Tran Luu Quang, Minister of Natural Resources and Environment Dang Quoc Khanh and Chairman of the Finance and Budget Committee Le Quang Manh.
The results of the vote of confidence were announced by the National Assembly in the early afternoon. According to the results of the vote of confidence announced by the National Assembly, the five people with the highest number of votes of confidence were: General Phan Van Giang, Minister of National Defense with 448 votes, National Assembly Chairman Vuong Dinh Hue (437 votes), National Assembly Vice Chairman Tran Quang Phuong (426 votes), National Assembly Permanent Vice Chairman Tran Thanh Man (414 votes), and Vice President Vo Thi Anh Xuan (410 votes). After the Vote Counting Committee reported the vote counting results, the National Assembly voted to pass a Resolution confirming the results of the vote of confidence for those holding positions elected and approved by the National Assembly.
Also on the same day, the National Assembly discussed in the hall a number of contents of the draft Law on Identification that still had different opinions. Through the discussion, National Assembly deputies highly appreciated the initiative and positivity of the agencies in charge of the review as well as the drafting agency.
National Assembly deputies basically agreed with the content of the draft Law through reception, revision and reporting of reception and explanation. Many issues were evaluated, analyzed and proposed by deputies to continue reviewing, researching to revise and complete the draft Law before submitting to the National Assembly for consideration and approval, such as: information in the ID card, national database on population, ID database, confidentiality of citizen information, authority to exploit and collect citizen information, authority to issue, issue and change ID cards, ID certificates, draft name, explanation of terms, etc.
At the end of the afternoon session, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Telecommunications (amended).
