6th Session: National Assembly completes question and answer session

Continuing the 6th Session program, on the morning of November 8, at the National Assembly House, under the chairmanship and direction of National Assembly Chairman Vuong Dinh Hue, the National Assembly held its final session and closed the question and answer session.

Immediately after the Prime Minister's question and answer session, National Assembly Chairman Vuong Dinh Hue delivered a concluding speech at the 6th Session of the 15th National Assembly.

The National Assembly Chairman stated that after two and a half days of serious, focused, and enthusiastic work, with a constructive spirit, enthusiasm, and high responsibility, 457 National Assembly deputies registered to participate in the questioning session; 152 National Assembly deputies exercised their right to question, of which 39 deputies debated, while 310 deputies registered to question, and 15 deputies registered to debate but were not able to question or debate.

For the first time in the 15th tenure, the Prime Minister, Deputy Prime Ministers and 21 ministers and heads of sectors directly answered questions from National Assembly deputies. Emphasizing this, the National Assembly Chairman stated that with a very wide scope of questioning, relating to 21 different fields, arranged into 4 groups of fields, National Assembly deputies demonstrated a high sense of responsibility, carefully studied the reports, asked short, clear, focused questions, and went straight to the point; Government members and sector heads had a firm grasp of the current situation of their sectors and fields, and basically answered frankly, explained seriously, clarified many issues and proposed solutions to overcome them.

“The National Assembly acknowledges and appreciates the seriousness, openness, and sense of responsibility of Government members and sector heads in answering questions and absorbing opinions of National Assembly deputies,” the National Assembly Chairman emphasized.

Through the reports of the Government, the Supreme People's Court, the Supreme People's Procuracy, the State Audit, the verification reports of the National Assembly agencies and the results of the question and answer session, the National Assembly Chairman affirmed: Basically, the resolutions of the National Assembly have been seriously and responsibly implemented by the agencies with many synchronous solutions, creating positive changes and achieving specific results in most areas, contributing significantly to the successful implementation of the tasks, goals and targets for annual socio-economic development according to the National Assembly's resolutions.

In addition, reports from agencies and questions from National Assembly deputies also pointed out that the implementation of some resolutions and tasks is still slow, some contents and targets in the resolutions have not been completed, have not met requirements, are slow to change, have not been completely resolved or still have difficulties and problems, which need to be overcome, removed and completely resolved in the coming time.

Based on the results of the questioning session, the National Assembly will consider issuing a Resolution on questioning at the end of the session. The National Assembly Chairman requested: The Government, the Supreme People's Court, the Supreme People's Procuracy, ministers and heads of sectors to fully absorb the opinions of National Assembly deputies, continue to resolutely, synchronously and comprehensively implement the National Assembly's resolutions on supervision and questioning, focusing on promptly, fully and effectively overcoming shortcomings, limitations and weaknesses in each field.

In the afternoon, the National Assembly discussed in groups the draft Law on National Defense Industry, Security and Industrial Mobilization; the draft Law on amending and supplementing a number of articles of the Law on Property Auction. Comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly delegation of Thai Binh province, and National Assembly delegates of Thai Binh province participated in the discussion in Group 10, including the National Assembly delegations of Thai Binh, Bac Lieu and Ninh Thuan provinces.

Regarding the draft Law on Property Auction, National Assembly deputies focused on discussing a number of new contents and regulations proposed for amendment and supplementation, such as: Standards and conditions for auctioneers, rights, obligations and changes in registration of operations of property auction organizations; procedures for property auctions, taking into account a number of specific types of properties, removing difficulties and obstacles in practice, while enhancing strictness, objectivity, publicity, transparency, application of information technology, digital transformation; responsibilities of property owners, relevant agencies and organizations in the auction organization process and the effectiveness and efficiency of state management of property auctions.

The delegates discussed and agreed on the necessity of promulgating a Law to directly regulate the defense and security industry and industrial mobilization, to concretize the Party's policies, especially to legalize specific mechanisms and policies for the development of the defense and security industry; at the same time, to be consistent with the Laws promulgated in the past regulating this issue such as: Law on Science and Technology, Law on Enterprises, Law on Public Investment, Law on State Budget, Law on Planning, Law on Corporate Income Tax, etc., to perfect the legal corridor to meet the practical requirements of the defense and security industry and industrial mobilization tasks in the new situation, ensuring consistency and synchronization with relevant legal provisions.
