According to the Resolution, the situation and results of the implementation of the socio-economic development plan in 2024, the Government unanimously assessed: Thanks to the high determination, great efforts, and drastic actions of the entire political system, we have successfully and comprehensively completed the socio-economic development goals in 2024 in the context of "big waves and strong winds", continuing to affirm a clear recovery, each month is better than the previous month, the growth of each quarter is higher than the previous quarter and better than the same period in most areas; achieving and surpassing all 15/15 main socio-economic development targets; creating a foundation, creating momentum, new spirit, new mindset, creating confidence, creating hope, creating strong motivation to complete and achieve the highest results of the tasks and targets of the entire period 2021-2025, towards a new era, an era of striving, developing wealth, civilization, and prosperity of the nation.
The macro economy is basically stable, inflation is controlled, growth is promoted, major balances are ensured and there is a high surplus. The GDP growth rate in the fourth quarter is estimated at 7.55%, the whole year increases by 7.09% compared to 2023, higher than the target set by the National Assembly, raising the economic scale to about 476.3 billion USD, ranking 33rd in the world; per capita income reaches 4,700 USD. The average consumer price index (CPI) for the whole year increases by 3.63%, much lower than the target assigned by the National Assembly while implementing salary increases, adjusting electricity prices, health care services, and education. The monetary and foreign exchange markets are stable; lending interest rates continue to decrease compared to 2023; credit growth in 2024 reaches about 15.08%, exceeding the set target. State budget revenue increased sharply, exceeding the estimate by 19.8% under the condition of implementing exemptions, reductions, and extensions of many types of taxes, fees, charges, and land rents of about VND 200 trillion. State budget deficit was well controlled; public debt, government debt, and foreign debt were much lower than the permitted limit.
Total import-export turnover reached 786.29 billion USD, up 15.4% compared to 2023; trade surplus for the 9th consecutive year at 24.77 billion USD. Total social investment capital is estimated at over 3,692.1 trillion VND, up 7.5%. Total foreign direct investment (FDI) capital is about 38.23 billion USD, among the 15 developing countries attracting the largest FDI in the world; realized FDI capital is about 25.35 billion USD, up 9.4% compared to 2023, the highest level ever in the context of declining global investment.
The main sectors and fields of the economy grew positively. The added value of industry increased by 8.32%, of which the processing and manufacturing industry increased by 9.83%, which was an important driving force leading the overall growth. Agriculture developed steadily, with an agricultural trade surplus of 17.9 billion USD, up 46.8%; ensuring food security in all situations. The service sector maintained a high growth momentum; total retail sales of goods and consumer service revenue increased by 9%; welcoming 17.6 million international visitors, up 39.5% compared to 2023.
The development of strategic infrastructure systems has been promoted remarkably, especially transport and electricity infrastructure; the 500 kV line 3 project from Quang Trach to Pho Noi was completed after more than 6 months of rapid construction; the National Assembly was presented with the continued implementation of the investment policy for the Ninh Thuan nuclear power project; obstacles were removed to put into operation renewable energy projects worth over 13 billion USD. 109 km of expressways were put into use, bringing the total length of expressways nationwide to more than 2,021 km; the peak emulation campaign "500 days and nights of emulation to complete 3,000 km of expressways" was launched; the construction progress of the Long Thanh International Airport Project and Tan Son Nhat Terminal T3 was accelerated; difficulties and obstacles in urban railway projects in Hanoi and Ho Chi Minh City were resolved; Focus on preparing for investment in the North-South high-speed railway project, the railway connecting Vietnam and China, Can Gio international transit port, and Lien Chieu port. Approved 63/63 provincial plans, 34/38 national sector plans; announced 6 regional plans, and approved 47 plans to implement the plans.
Proactively respond to climate change, prevent and combat natural disasters, strengthen resource management, protect the environment; resolutely implement action programs for green development, emission reduction, and energy conversion. In the face of the complicated developments of storm No. 3, the Government and the Prime Minister have directed to respond closely to the situation, early, remotely, flexibly, creatively, promptly, with the highest level of prevention, ready for all situations, minimizing damage to people and property. Timely encourage visits, direct the overcoming of consequences, quickly stabilize the people's situation, restore production, business, infrastructure, essential services and socio-economic activities, no one is hungry, cold, homeless, students can go to school soon, and the sick are treated.
Cultural and social fields are focused on, ensuring harmonious connection with economic development. Organizing afternoon art programs to celebrate major holidays and important events of the country. Attention is paid to the work of preserving and promoting the value of cultural heritage; submitting to the National Assembly for approval the National Target Program on Cultural Development for the period 2025 - 2035. The quality of education and training continues to be improved; Vietnamese students achieve high results in international exams; implementing university autonomy more substantially, many higher education institutions are highly ranked. Information and communication work is strengthened, especially policy communication; promptly combating and refuting wrong and distorted viewpoints and ideologies; consolidating trust and creating social consensus.
Institutional development and improvement is identified as the top priority task, "breakthrough of breakthroughs" with the spirit of innovative thinking, promptly removing "bottlenecks" and "bottlenecks" in law. The National Assembly has approved 28 laws and 24 resolutions, and given initial comments on 18 draft laws; adjusted the effective date of some laws early; amended the Law on Public Investment, passed the Law amending 9 laws in the financial sector and 4 laws in the investment sector. Continue to promote administrative procedure reform, improve the investment and business environment. Resolutely implement national digital transformation, focusing on the Project on developing applications of data on population, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030 (Project 06).
The Government has established a Steering Committee to summarize Resolution No. 18-NQ/TW to direct the reorganization of the administrative apparatus and public service units according to the motto "Refined - Compact - Strong - Effective - Effective - Efficient"; basically completed the reorganization of the apparatus to submit to the Politburo and perfect the functions, tasks, powers, and consolidate the organizational structure of the Government; issued regimes and policies for cadres, civil servants, public employees, workers and armed forces in implementing the reorganization of the apparatus of the political system; submitted to the National Assembly Standing Committee for approval 51/51 projects on reorganization of district- and commune-level administrative units for the period 2023-2025.
Inspection work, citizen reception, complaint and denunciation settlement, anti-corruption and anti-negativity work, thrift practice and anti-waste work are seriously implemented. Foreign affairs and international integration work are proactively, positively and comprehensively implemented...
In addition to the basic results achieved, our country still has limitations and shortcomings that need to be focused on and made efforts to overcome. Macroeconomic stability has potential risks; industrial production, although changing positively, still depends on the recovery of the economy and the purchasing power of the market; agricultural production faces difficulties due to natural disasters and saltwater intrusion; some key projects have not met the schedule; natural disasters and climate change have unusual developments...
Entering 2025, it is the year of acceleration, breakthrough, and finishing; the year of starting and preparing for the 2026-2031 term and is of special importance in successfully implementing the Resolution of the 13th National Party Congress. The world and regional situation is forecast to continue to develop in a complicated and unpredictable manner. Domestically, difficulties, challenges and opportunities are intertwined, but difficulties and challenges are greater; we must both focus on achieving the highest results in the socio-economic development goals of the entire 2021-2025 term; and at the same time, we must arrange the organizational apparatus, successfully organize party congresses at all levels towards the 14th National Party Congress.
The Government, ministries, branches and localities must seriously grasp and effectively implement the Party's policies and orientations, the State's laws, socio-economic development plans and state budget estimates. Agreeing on the 2025 management theme of "Discipline and responsibility; proactive and timely; streamlined and effective; accelerating breakthroughs", the Government requires members of the Government, heads of Government agencies, and Chairmen of People's Committees of provinces and centrally run cities to make more efforts and take more drastic actions, overcome difficulties, seize opportunities, "dare to think, dare to do, dare to make breakthroughs for the common good"; "what is said is done, what is committed is done; what is done, what is done must be effective"; "The Party has directed, the Government has agreed, the National Assembly has agreed, the People have supported, the Fatherland has expected, so we only discuss and do, not retreat", successfully implementing the 2025 Socio-Economic Development Plan, creating favorable momentum, striving to achieve the highest goals of the 5-year Socio-Economic Development Plan 2021-2025./.
