The 500kV line circuit 3, a component project from Nam Dinh I - Pho Noi thermal power plant through Thai Binh area, started construction at the end of December 2023. Starting construction later than the other 3 component projects but having to finish on schedule on June 30, 2024 as required by the Prime Minister is a big challenge for Vietnam Electricity Group and the project contractor.
With the "4 on-site" support of Thai Binh province, the construction unit is confident in speeding up the construction progress of the 500 kV line 3 circuit in the area.
Sharing the pressure and difficulties with Vietnam Electricity Group, the Party Committee, government and people of Thai Binh province have accompanied, mobilized all resources to support, remove obstacles and promote the project implementation progress as quickly as possible.
Lightning fast land clearance
When implementing the 500kV line 3 project from Quang Trach to Pho Noi, Vietnam Electricity Group identified site clearance as an important and extremely difficult step that directly affects the overall progress of the project. On January 27, Prime Minister Pham Minh Chinh and his delegation inspected the construction of column foundation at position 201 in Chau Son commune, Quynh Phu district. Here, Mr. Le Van Khai, Deputy Director of the Northern Power Project Management Board, National Power Transmission Corporation said: Wherever the site is available, we will mobilize enough human resources and machinery to immediately implement the construction. For the project in Thai Binh, we are very assured because of the active and effective participation of the provincial Party Committee and government as well as the consensus of the people in site clearance work.
To serve the project construction, Thai Binh had to reclaim and clear residential and agricultural land of 582 households. Thanks to the good work of information, propaganda, publicity and transparency about the project, support policies, and compensation for site clearance, basically all households were assured and excited to implement. After only nearly 1 month since the project started, 4 districts: Vu Thu, Dong Hung, Hung Ha, Quynh Phu have completed the confirmation of the land origin of 107 column foundation locations, completed the work of signing maps, appraising the summary form of 106 locations, completed the inventory and counting of 105 locations, and handed over the site of 65 column foundation locations on the field to the investor and the construction unit.
For areas facing difficulties and obstacles in site clearance, the Provincial Party Committee and Provincial People's Committee promptly directed the entire political system to focus on resolving them, promptly reclaiming and handing over clean land to the project, while ensuring full rights for the people according to the provisions of policies and laws.
Mr. Vu Duc Ninh, Deputy Director of the Center for Land Fund Development and Industrial Clusters of Quynh Phu district, said: During the process of measuring, counting assets, land, and making compensation and support plans, we publicly and transparently disclosed all regulations, policies and regimes on land acquisition for the 500kV line 3 project. In some cases, there were still concerns about implementation, the district and communes actively propagated, mobilized, grasped people's concerns and patiently explained so that people could understand. People were able to exercise their ownership rights and trust in the authorities, so even though they had not received support and compensation for land acquisition, they were still assured to hand over the land. After just over 2 months of implementation, Quynh Phu district has basically completed the recovery of the entire land area for the project.
By the end of April, Thai Binh had basically reclaimed the entire land area of 107 pole locations, anchorages, and grid safety corridors and handed them over to the project. The people also pledged to create favorable conditions for investors to deploy pole installation and line pulling.
The competitive atmosphere at the construction site of the 500kV line circuit 3 in Thai Binh is always exciting.
Support "4 on the spot"
During the construction of the 500kV line 3 in Thai Binh, the construction units made the most of raw materials such as sand, stone, cement, bamboo piles, formwork... and transport vehicles right in the local area.
Mr. Pham Van Quynh, an officer of the Northern Power Project Management Board in charge of Thai Binh, shared: Thanks to on-site materials and equipment, the construction time of the project items was also significantly shortened. By the end of May, we had dug and cast all 107 column foundations, and completed nearly 60 columns and urgently completed the erection of the remaining columns to deploy the wire pulling on the entire line.
On May 22, at the online meeting between the Government and localities on the implementation of the 500kV line 3, Vietnam Electricity Group assessed that despite efforts to speed up the project, it still encountered some difficulties in human resources affecting the progress of the project. Comrade Nguyen Quang Hung, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee affirmed that Thai Binh will stand side by side with the Group and is ready to provide human resources to meet construction needs.
Many vehicles and human resources mobilized to Thai Binh for construction are guaranteed to be safe during the project construction period.
In early June, Thai Binh Provincial Youth Union directed and mobilized the establishment of 107 volunteer youth teams with nearly 800 union members and young people to join in supporting the clearance of corridors and site clearance for construction at pole locations. In particular, Thai Binh Power Company established 2 shock teams to participate in the work of assembling components, erecting poles and pulling wires.
Mr. Le Thanh Tam, an officer of Thai Binh Power Company, Captain of the No. 1 shock team, shared: The shock force is made up of experienced and skilled officers and workers. Since the beginning of June, the weather has been extremely harsh, but we have tried to overcome it, working side by side with the units day and night to further speed up the project's progress.
Not only providing human resources, Thai Binh also provides financial support to ensure on-site logistics from food and accommodation for the forces participating in the construction site of 500kV line 3.
Mr. Do Van Tuan, Chairman of Chau Son Commune People's Committee, Quynh Phu District, said: To help workers constructing the 500kV transmission line feel secure and healthy to work, we have mobilized people near the construction sites to lend them houses and camps as places to eat, live and provide necessities to ensure the quality of daily meals. Youth union members and volunteers have regularly visited, given gifts and provided drinking water to workers at the construction site since the beginning of June when the heat was at its peak.
With thousands of workers and many vehicles and machines mobilized to Thai Binh to construct the 500kV line 3 for more than 6 months, all people and vehicles are guaranteed absolute safety. This is the result of local authorities, especially the police force joining in to perform the task of maintaining security and order in the area and the area where workers reside and construct.
During nearly 240 days of construction of the 500kV transmission line project, the construction units have always received attention, direction and encouragement from provincial and district leaders. In addition to visiting and giving gifts to encourage the working spirit of the construction teams at the construction site, provincial leaders also inspected, urged and directed the timely handling of newly arising difficulties. Sectors and localities have devoted all resources, both material and spiritual, to participate in bringing the project to the finish line.
