On June 24, the Provincial People's Committee held a regular meeting in June to listen to the report on the socio-economic situation in the first 6 months of the year, discuss and decide on key solutions for socio-economic development in the last 6 months of 2024 and some other important contents. Comrade Do Minh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting.

GRDP growth rate ranks 3rd in the country
The report on the socio-economic situation in the first 6 months of the year, key tasks for the last 6 months of 2024 presented by the Chief of the Provincial People's Committee Office Nguyen Trong Trang at the meeting stated: In the first 6 months of 2024, although there were still many difficulties and challenges; however, under the timely and close leadership and direction of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, the efforts of all levels, sectors, the consensus of the business community and all classes of people, the province's socio-economic situation had many bright spots, continuing to change positively in most areas. Notably, the GRDP growth rate is estimated at 11.5%, ranking first in the North Central region and third in the country.
Chief of Office of the Provincial People's Committee Nguyen Trong Trang presented a report on the socio-economic situation in the first 6 months of 2024.
Agricultural, forestry and fishery production maintained stable growth momentum; the growth rate in the first 6 months of 2024 is estimated at 3.4%. In particular, agricultural production continued to have a good harvest; the total cultivated area for the 2024 Winter-Spring crop reached 237.7 thousand hectares, food output was estimated at 893 thousand tons, up 0.4% over the same period; rice yield alone was estimated at 67.5 quintals/ha, the highest ever. Forestry continued to develop in a sustainable direction, forest security was ensured. The whole province planted 6,100 hectares of concentrated forests, up 4.8% over the same period.
Forms of agricultural production organization continue to be developed. Up to now, the whole province has 1,386 enterprises, 768 cooperatives and 2 cooperative unions, 995 farms, and 1,266 agricultural cooperatives.

The National Target Program on New Rural Area Construction (NTM) continues to receive attention; in the first 6 months of the year, there were 4 more NTM communes, 13 advanced NTM communes and 9 model NTM communes. Up to now, the whole province has 13 district-level units meeting the standards and completing the task of building NTM; 363/465 communes, 717 mountainous villages meeting NTM standards; 97 communes meeting advanced NTM standards; 23 communes, 489 villages meeting model NTM standards.
In the industrial sector, despite facing many difficulties and challenges, with the motto of "persisting and seizing opportunities", industrial production units and establishments in the province have proactively restructured and optimized production processes to flexibly adapt to market fluctuations. Along with that, a number of new industrial establishments have come into operation in the province, so industrial production has maintained a good growth momentum; the growth rate in the first 6 months of the year is estimated at 21.1%; the index of industrial production (IIP) is estimated to increase by 15.8% over the same period.

Domestic trade activities were vibrant, the supply of goods was abundant; prices of goods were stable, there was no hoarding or price fever. Total retail sales of goods and service revenue in the first 6 months of the year were estimated at VND94,392 billion, up 12.9% over the same period. Tourism activities flourished right from the first months of the year. According to statistics, the total number of tourists in the first 6 months was estimated at 9,780.6 thousand arrivals, up 16.1% over the same period, equal to 70.9% of the plan (of which international visitors were estimated at 261 thousand arrivals, up 21.3%); total tourism revenue was estimated at VND19,848.5 billion, up 30.2% over the same period, equal to 61.3% of the plan.
Also according to the report, in the first 6 months of 2024, the state budget revenue is estimated at VND 27,348 billion, up 29.6% over the same period, equal to 76.9% of the estimate. Of which, domestic revenue is estimated at VND 16,673 billion, up 36.9% over the same period, equal to 75.7% of the estimate; revenue from import and export activities is estimated at VND 10,675 billion, up 19.7%, equal to 78.8% of the estimate.

Total social investment capital mobilization in the area in the first 6 months of the year is estimated at 65,885 billion VND, up 3.2% over the same period, equal to 48.8% of the plan. The whole province has attracted 59 direct investment projects (including 12 FDI projects), with a total registered investment capital of 10,905 billion VND and 177.5 million USD; an increase of 78.8% in the number of projects and 25.3% in registered capital over the same period. This is a positive signal showing investors' confidence in the growth prospects, stability and attractiveness of the investment environment of the province.
Along with the economic indicators, the quality of cultural and social activities continues to improve; social security policies are fully and promptly implemented, and people's lives are improved. Through review and statistics, Thanh Hoa is the leading province in the country in terms of the percentage of contestants winning prizes and ranked 4th in the country in terms of the number of contestants winning first prizes in the national high school competition for excellent students in the 2023-2024 school year. Also in this school year, Thanh Hoa students won 4 medals of various types at regional and international Olympic competitions. The campaign to support the construction of houses for poor households, policy households, and households with housing difficulties in the province has been enthusiastically responded to and highly appreciated by Party committees, authorities at all levels, businesses, and people. Political security, social order and safety are ensured, creating a favorable environment for economic development.
Clearly identify the shortcomings and limitations
In addition to the results achieved, the report also pointed out the shortcomings and limitations in a number of areas. Accordingly, the delegates attending the meeting discussed and clearly identified the causes of the shortcomings and limitations.

Delegates said that the shortcomings and limitations have both subjective and objective causes. Notably, the world situation continues to be unstable, affecting investment, trade, production and business activities of people and enterprises. Coordination in performing tasks between some units is not tight; the capacity, responsibility and service attitude of some officials, civil servants and leaders are not high. Some investors are not highly responsible, lack initiative and flexibility in directing the acceleration of project implementation progress and disbursement of public investment capital; some investors, contractors and consulting units have limited capacity...

Delegates also analyzed and evaluated the advantages and difficulties related to economic growth rate; State budget collection activities; development of science and technology enterprises; quality of consulting and work settlement at a number of agencies and units.

Regarding the shortcomings and limitations identified and presented in the report, the Vice Chairmen of the Provincial People's Committee said that it is necessary to identify and clearly define the shortcomings and limitations of a macro nature, thereby drawing lessons to orient solutions to promptly remove them and promote socio-economic development.

The Chairman of the Provincial People's Committee said that the spirit and responsibility of the Party Committee, government, cadres, civil servants and public employees in performing assigned tasks have had positive changes, however, there are still situations of avoidance, pushing, fear of mistakes and fear of responsibility.
Chairman of the Provincial People's Committee Do Minh Tuan gave specific comments on identifying existing problems and limitations; at the same time, he emphasized some existing problems and limitations such as the slow progress of investment in industrial park infrastructure; not attracting many projects in mountainous areas; some tasks in the cultural field are slow to be implemented; environmental pollution still exists in some localities related to investment projects; the issue of disbursement of public investment capital. In particular, he noted the focus on "dissecting" and analyzing in depth the limitations related to disbursement of public investment capital. He pointed out the leadership and guidance of local Party committees and authorities, the quality of consultancy; the capacity of contractors, project management boards, etc.
Regarding the tasks in the coming time, Chairman of the Provincial People's Committee Do Minh Tuan stated: In the last 6 months of 2024, many major events will take place in both politics and culture, so all levels, sectors, localities, cadres, civil servants and public employees must continue to maintain the spirit of solidarity, make more efforts, and make more efforts in leadership, direction, and administration, in organizing the implementation of assigned tasks, ensuring the successful completion of the set targets. All levels and sectors are required to prepare well the conditions for the effective implementation of the laws passed by the National Assembly, especially the 2024 Land Law.

The Chairman of the Provincial People's Committee requested that in the last 6 months of 2024, relevant agencies, localities and units must focus on preparing good conditions to start construction of major projects in the province, such as: Aeon Thanh Hoa Commercial Center; Duc Giang Chemical Plant; OSB staBOO Thanh Hoa Bamboo Board Factory... At the same time, continue to complete a number of plans to submit to competent authorities for approval.
Chairman of the Provincial People's Committee Do Minh Tuan also noted that the relevant agencies must proactively develop plans to prepare human resources for the recruitment of workers by a number of large-scale companies and enterprises in the province in the last months of 2024.
During the meeting, delegates listened to and gave their opinions on the implementation of a number of contents related to the Project on reorganizing administrative units at district and commune levels in the 2023-2025 period of Thanh Hoa province; Project on merging Dong Son district into Thanh Hoa city and establishing wards under Thanh Hoa city; Report on regulating the number, titles, and policies for non-professional workers at commune, village, and residential group levels in Thanh Hoa province; Report on promulgating prices for public service fees using the State budget in the fields of agriculture and rural development in the province and a number of other important contents.
