On September 23, the Provincial People's Committee held a regular meeting for September 2024 to listen to a report on the socio-economic situation in the first 9 months, discuss and decide on key solutions for socio-economic development in the last 3 months of 2024 and some other important contents. Comrade Do Minh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting.

State budget revenue in 9 months ranked first in the North Central region
The report on the socio-economic situation in the first 9 months, estimated implementation for the whole year of 2024 and orientation for socio-economic development in 2025 presented by Chief of Office of the Provincial People's Committee Nguyen Trong Trang at the meeting stated: In the first 9 months of 2024, under the timely and close leadership and direction of the Provincial Party Committee, People's Council, Provincial People's Committee, the efforts of all levels and sectors, the companionship and support of the business community and all classes of people, the province's socio-economic, national defense and security had many bright spots and positive changes in most areas.
Chief of Office of the Provincial People's Committee Nguyen Trong Trang presented a report on the socio-economic situation in the first 9 months of 2024.
In particular, agricultural, forestry and fishery production achieved quite comprehensive results. The whole province planted 389.8 thousand hectares, reaching 100.5% of the plan; forestry continued to develop in a sustainable direction; the whole province planted 9,250 hectares of concentrated forests, equal to 92.5% of the plan, up 4.5% over the same period; livestock farming developed stably.
Disaster prevention and control work, especially for storm No. 3 (storm Yagi), was carried out seriously, 24/7, following the motto "4 on-site", minimizing damage to people and property caused by storms and floods.
Despite many difficulties and challenges, industrial production still grew strongly; the industrial production index (IIP) in the first 9 months increased by 20.2%. Also in the first 9 months, the province established 2 new industrial clusters including: Thuan Loc Industrial Cluster (Hau Loc) and Minh Tien Industrial Cluster (Ngoc Lac); started construction of a number of industrial projects and had a number of new industrial establishments put into operation such as: SAB Vietnam Industrial Factory in Bim Son Industrial Park; Le Gia Canned Seafood Factory in Hoang Hoa District; Shoe Factory in Thieu Phu Commune (Thieu Hoa)....
In the service sector, total retail sales of goods and service revenue increased by 14% over the same period; export value increased by 27.3%; total number of tourists exceeded the plan by 4.7% and increased by 19.6%, total tourism revenue increased by 39.2%; transportation revenue increased by 14.3%.
In particular, the State budget revenue in the first 9 months of 2024 is estimated at VND 42,695 billion, exceeding the estimate by 20%, up 44.7% over the same period, ranking first in the North Central region and among the top 10 localities with the highest revenue in the country. Of which, domestic revenue is estimated at VND 26,194 billion, exceeding the estimate by 19%, up 45.7%; revenue from import and export activities is estimated at VND 16,501 billion, exceeding the estimate by 21.8%, up 43.1%.

Foreign affairs activities associated with investment promotion continue to be focused. Provincial leaders have organized delegations to promote investment, trade and tourism in many countries such as Singapore, South Korea, China, France and the Netherlands; received and worked with many large corporations and investors to attract investment to the province and received recommendations to resolve difficulties and obstacles in the process of investment, production and business in the province, especially large projects such as Nghi Son LNG Power Plant; Duc Giang Chemical Plant; Lam Son - Sao Vang, Phu Quy, Dong Vang Industrial Parks; Aeon Thanh Hoa Commercial Center... to soon start construction, complete investment, creating a breakthrough in the socio-economic development of the province.
Along with that, the work of developing enterprises and resolving difficulties and recommendations of enterprises has also been focused on. In 9 months, 2,411 new enterprises were established, equal to 80.4% of the plan, up 22.5% over the same period, ranking first in the North Central provinces and 8th in the country with registered charter capital reaching 18,417 billion VND, up 43.5%.

In the first 9 months of 2024, the quality of cultural and social activities continued to improve; the whole province had 4 more intangible cultural heritages recognized as national intangible cultural heritages. In the field of education, Thanh Hoa led the country in the percentage of contestants winning prizes (93%) and ranked 4th in the number of contestants winning first prizes at the National Excellent Student Competition; 1 student won a silver medal at the 2024 International Physics Olympiad and 1 student won a bronze medal at the 58th Mendeleev International Chemistry Olympiad. Social security policies and regimes, gratitude activities, and repayment of debts were fully and promptly implemented. The province launched and initially effectively implemented the Campaign to support housing construction for poor households, policy households, and households with housing difficulties in the province and the Campaign for People to donate land to invest in renovating, upgrading, and improving infrastructure. In addition to the achieved results, the report also pointed out the shortcomings and limitations in a number of areas. For example, the progress of many key investment projects in the province is still slow and has not met the requirements, specifically: the coastal road section Nga Son - Hoang Hoa; Hoang Hoa - Sam Son section and Quang Xuong - Tinh Gia section (now Nghi Son town); traffic route from Bim Son industrial park to the coastal road section Nga Son - Hoang Hoa; projects in the cultural field, investment projects in infrastructure business of industrial parks, industrial clusters...

The leadership and direction of the implementation of the 2024 public investment plan in some localities are not close and drastic; many consulting units, contractors, and project management boards have poor capacity; there are still violations in bidding work. The progress of preparing documents and investment procedures for some projects is still slow; some projects have to adjust investment policies and projects, affecting the progress of implementation and disbursement of public investment capital. In particular, there are still some units with a low rate of public investment disbursement compared to the average of the province such as: Provincial Traffic Construction Investment Project Management Board; Nghi Son Economic Zone and Industrial Zones Investment Project Management Board; Department of Culture, Sports and Tourism; Nghi Son town.
The shortage of teachers has gradually improved, but has not yet met the demand. Some hospitals have difficulty implementing the financial autonomy mechanism, especially at the district level and in mountainous areas; the situation of unlicensed private medical practice is still complicated...

Judging from the practical experience as well as through the discussion of delegates at the meeting, the causes of the shortcomings and limitations were identified as: The complicated world situation, natural disasters, epidemics, environment... have affected the investment, production and business activities of people and enterprises; procedures on investment, land, construction, environmental protection, and bidding are still complicated, prolonging the project implementation time.
Some investors have low responsibility, lack initiative and flexibility in directing the acceleration of project implementation progress and disbursement of public investment capital; the capacity of some Project Management Boards has not met requirements; some investors, contractors and consulting units have limited capacity and have not fulfilled their commitments in bidding documents and investment policies.
In particular, the coordination in performing tasks between some units is not close; the capacity and sense of responsibility of cadres, civil servants and leaders of some agencies and units are not high, and there are still signs of causing difficulties and troubles.

Focus on effectively implementing the set goals and tasks
Speaking at the meeting, Chairman of the Provincial People's Committee Do Minh Tuan emphasized: Despite great difficulties and challenges, the province's socio-economic situation in the first 9 months of 2024 still achieved many positive results in many fields, many of which were among the top in the country. This affirms the great efforts of Party committees and authorities at all levels in direction and administration; the solidarity and great efforts of cadres, civil servants and public employees; the consensus of all classes of people and the business community in the province.

The Chairman of the Provincial People's Committee agreed with the shortcomings and limitations that were clearly reported as well as the comments and analysis of the delegates at the meeting. At the same time, he basically agreed with the key tasks set out in the last 3 months of 2024 such as: All levels, sectors and localities regularly monitor the situation in the province, domestically and internationally, and respond promptly, appropriately and effectively to arising issues. At the same time, urgently review, evaluate and clearly identify the remaining contents and tasks of the last 3 months of 2024 to focus on leadership, direction and strive to successfully implement the socio-economic development goals and tasks in 2024.
Continue to effectively organize and implement the Plan to implement the Thanh Hoa Provincial Planning for the 2021-2030 period, with a vision to 2045; Thanh Hoa Urban Master Plan to 2040; programs, mechanisms and policies to specify Resolution No. 58-NQ/TW dated August 5, 2020 of the Politburo, Resolutions of Party Congresses at all levels, term 2020-2025; specific mechanisms and policies according to Resolution No. 37/2021/QH15 dated November 13, 2021 of the National Assembly; conclusions of the Prime Minister at the working session with provincial leaders.
Proactively check and grasp the fluctuations in prices of raw materials, fuels, input materials and operations of industrial enterprises to remove difficulties, boost production and consumption of products, and avoid production interruptions; encourage and support enterprises to maximize capacity and increase output to compensate for shortages in industrial products with reduced output. Focus on reviewing and removing difficulties, and promptly putting large-scale industrial projects into operation in the last months of 2024, contributing to increasing production capacity and promoting economic growth of the province.

Promote administrative reform, create an open and attractive investment and business environment; continue to promote digital transformation, effectively implement Project 06. Faced with the complicated weather situation, Chairman of the Provincial People's Committee Do Minh Tuan noted that sectors and localities must proactively and flexibly respond to the flood situation in a timely manner to ensure the safety of people's lives and property.
Regarding the task of disbursing public investment capital, the Chairman of the Provincial People's Committee requested that sectors and localities strictly and effectively implement 5 resolutions and 5 guarantees in organizing the implementation of the 2024 public investment plan according to the direction of the Prime Minister in Directive No. 26/CT-TTg dated August 8, 2024; at the same time, continue to promote the effectiveness of the 5 working groups to inspect, urge and promote the disbursement of public investment capital in 2024.
Regarding the socio-economic development orientation in 2025, Chairman of the Provincial People's Committee Do Minh Tuan noted that the determination of goals and targets must be consistent with local realities and close to situation forecasts.
