High concentration on production

In the last 6 months of the year, the Industry and Trade sector set a target of industrial production value (at 2010 comparable prices) of 12,143 billion VND, export value of goods estimated at 109.5 million USD, equivalent to 64.4%, retail sales of goods and consumer services estimated at 16,069 billion VND.

To achieve this goal, Director of the Department of Industry and Trade Hoang Anh Cuong said: The Department continues to advise the Provincial People's Committee on solutions to remove difficulties and obstacles and accompany businesses to promote production and consumption of products. On the other hand, closely coordinate with related departments to speed up the construction progress of new industrial projects to put into operation, creating new industrial products.

In particular, focusing on coordinating with sectors to accelerate the progress of 6 industrial projects under investment, expected to come into operation in the last 6 months of 2024, including: Biomass power plant of Erex Sakura Biomass Tuyen Quang Co., Ltd.; plastic packaging of Duc Hung Trading Mechanical Joint Stock Company; tarpuulin fabric in Long Binh An Industrial Park of Joyung Ind.corp.LTD Company; 2 clean water supply projects in My Lam ward, Tuyen Quang city. The new projects are expected to contribute about 524.6 billion VND to the industrial production value of 2024.

Comrade Nguyen Dai Thanh, Director of the Department of Agriculture and Rural Development affirmed: Striving for agricultural, forestry and fishery production in the last 6 months of 2024 to increase by over 5%, contributing about 24.72% of the province's GRDP growth, the sector focuses on directing and coordinating with localities to effectively implement the crop production plan, plant and care for forests, develop livestock and aquaculture, prevent natural disasters, and minimize damage.

Resolutely collect budget and disburse public investment capital

Budget revenue in the first 6 months of the year only reached 48.2% due to difficulties in production and business of some enterprises; progress in collecting land use fees and land rents is still slow and not guaranteed according to the estimate; some non-budget projects such as urban area projects, production and business projects are still behind schedule and have not generated revenue; enterprises owe taxes... To complete the task of domestic revenue collection in the last 6 months of 2024 of over 1,967 billion VND and exceed the estimate assigned by the Provincial People's Committee in 2024 to the tax sector of 3,862 billion VND, of which domestic revenue is 3,800 billion VND and revenue from import-export activities is 62 billion VND.

Proposing solutions to increase budget revenue, Mr. Truong The Hung, Director of the Provincial Tax Department, said: The tax authority continues to review, exploit and strictly manage revenue sources arising in the area, ensuring correct and sufficient collection; develop and organize the implementation of a collection scenario in the last 6 months of 2024, detailing each revenue item and tax, ensuring that by December 30, the total revenue in the area reaches over 100% of the estimate assigned by the Prime Minister. The tax authority coordinates with sectors and People's Committees of districts and cities to remove difficulties in land revenue.

Continue to strengthen the analysis and inspection work at the Tax Department, promote the application of information technology, effectively exploit the industry's applications in identifying, analyzing risks, checking and supervising tax declarations; speed up the progress of inspection and examination at taxpayers' headquarters according to the approved plan. Continue to implement solutions to prevent loss of State budget revenue in a number of areas such as: Management of temporary basic construction, petroleum trading, production and trading of agricultural and forestry products, e-commerce activities, real estate transfer, gold and silver trading and processing...

The viewpoint of "taking public investment as the leading investment" has been consistently and resolutely directed by the province. However, the disbursement of public investment capital in the first 6 months has not yet met the set expectations. Moreover, in the last 6 months of 2024, in addition to the planned capital, the province has just been allocated nearly 1,000 billion VND of additional capital, the total investment capital for economic and social development is nearly 8,000 billion VND, requiring all levels, sectors and localities as investors to "strive" to implement.

Committing to disbursing public investment capital, Director of the Provincial Traffic Construction Investment Management Board Nguyen Thien Tuyen committed: in the first 6 months of the year, the unit has disbursed nearly 50% of the assigned capital. To complete the capital disbursement plan for 2024, the unit has signed progress commitments with construction units, inspected and directed construction to ensure quality and progress for key projects invested by the Management Board; ensuring the construction progress of projects entrusted and managed by the Board.

Particularly for the Tuyen Quang - Ha Giang expressway project through the province, the Board continues to proactively work with the People's Committees of districts and cities to remove site bottlenecks, find solutions to speed up progress; conduct inspections of the entire route every Saturday to grasp the construction progress, problems to resolve as well as advise the Provincial People's Committee to promptly direct, remove difficulties, create conditions for "3 shifts, 4 shifts" construction, ensure construction progress, and capital disbursement progress as committed.

Determined to clear the land to serve the construction of the expressway, comrade Do Duc Chien, Chairman of the People's Committee of Ham Yen district affirmed: The district has a plan to remove difficulties for 83 households that have not received the land clearance money. The district commits to basically resolve the bottlenecks in land clearance for the Tuyen Quang - Ha Giang expressway project through the district by July 30.

Comrade Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee requested: In order to achieve the province's GRDP growth rate of 9% or more in the last 6 months of 2024, sectors and localities continue to propose solutions, concretize, and effectively implement resolutions, directives, conclusions, and regulations of the Provincial Party Committee, the Provincial Party Committee Standing Committee, and socio-economic development programs and plans of the province on implementing the Resolution of the 13th National Congress of the Party, the Resolution of the 17th Provincial Congress, especially the breakthroughs and key tasks. At the same time, review all remaining targets and tasks of the last 6 months of the year to have appropriate implementation solutions, ensuring to maintain the growth rate and quality according to the motto "5 determinations, 5 guarantees, 5 promotions".

With specific goals and clear solutions, we believe that the province's socio-economic picture will continue to improve in the last 6 months of 2024, creating a premise for Tuyen Quang to make a breakthrough and become a fairly developed, comprehensive and sustainable province among the northern mountainous provinces by 2025.
