In recent times, thanks to the promotion of information and propaganda work along with many support methods, the collective economic sector (KTTT), with the core being cooperatives (HTX) in Huong Hoa district, has made many steps of development and achieved very encouraging results. Thereby, it has created more jobs, improved production levels and income, contributing to sustainable poverty reduction for ethnic minority people.

Operating in the field of coffee production, processing and consumption in the direction of sustainable farming, Khe Sanh Agricultural Cooperative is one of the typical cooperatives in Huong Hoa district with a revenue of nearly 22 billion VND/year.
Established in 2019, Khe Sanh Agricultural Cooperative now has 30 official members and 115 associate members, including 7 groups working together to build a clean, closed coffee chain with a total area of nearly 160 hectares, with an annual output of over 2,000 tons of fresh coffee beans.
In particular, in early 2022, Khe Sanh Agricultural Cooperative invested in a factory to produce bio-fertilizer from coffee husks, providing fertilizer to people on a deferred payment basis. Coffee husks, which have long been discarded and polluting the environment, are now being used as fertilizer.
People can buy biofertilizers at a price 20% cheaper than the market price; cooperative members are supported with 50%. Using biofertilizers has helped restore the soil, increase porosity, help plants grow well, have fewer pests and diseases, and are safe for the natural environment.
This is also a factor that helps to improve the quality and value of Khe Sanh coffee, bringing opportunities to enrich the Van Kieu people in Huong Hoa district. Currently, Khe Sanh coffee products have been granted a certificate of collective trademark protection by the Department of Intellectual Property. Currently, the Department of Science and Technology of Quang Tri is continuing to build geographical indications and value chains for Khe Sanh coffee.
Tan Hop Agricultural Cooperative was established in 2018 with 10 members. After only 3 years of operation, Tan Hop Cooperative has operated quite stably by implementing the construction of 7 hectares of nurseries for various types of plants such as medicinal plants, Litsea, and Arabica coffee to serve the production needs of local people; piloting the passion fruit model; growing ginger, turmeric and some other crops combined with raising chickens.
With the motto of “taking short-term to support long-term”, the crop and livestock models can be harvested all year round, creating a stable source of income for members and at the same time creating a basis for further investment. Thanks to scientific and technical training, mobilizing collective intelligence and experience, productivity and production efficiency are higher. On the other hand, the joint venture and association issues are favorable, so the output of products is relatively stable.
Huong Hoa district currently has 21 cooperatives operating with a registered charter capital of nearly 75 billion VND. The cooperatives have attracted many members, including 17 agricultural cooperatives and 4 non-agricultural cooperatives.
From 2020 to present, the collective economy and cooperatives have maintained stable operations; the revenue and income of cooperatives and workers in collective economic organizations have tended to increase, bringing benefits to members, contributing to socio-economic development and new rural construction.
In order to provide timely information, contributing to promoting the development of collective economy and cooperatives in the area, the People's Committee of Huong Hoa district has directed the propaganda of collective economy development, with cooperatives as the core, focusing on promoting propaganda and dissemination of the Party, State and Provincial Party Committee's guidelines and policies on continuing to innovate, develop and improve the effectiveness of collective economy in the new period. Through propaganda activities, the awareness of cadres, party members and people about the role and importance of collective economy development in the new situation has been gradually improved and changed; typical advanced models in the operation of cooperatives have been promptly encouraged, identified and commended.
On the other hand, the Steering Committee for innovation and development of collective economy from district to grassroots level has been established and strengthened; there is a division of labor between members and agencies and units assigned to manage the collective economy sector. The work of developing and promulgating documents to implement policies on the collective economy sector has been carried out promptly and fully.
However, besides the initial positive results achieved, the economic sector, the core of which is the cooperative in Huong Hoa district, still has many limitations. The number of cooperatives participating in linking the consumption of agricultural products in the locality is still small, with only 6/16 cooperatives linking the consumption of local products.
Some cooperatives are slow to innovate in their operations, and do not have many effective production and business plans and models. Some non-agricultural cooperatives have limited financial capacity, slow development, have not adapted to the market economy, and have not clearly demonstrated their role in supporting members. On the other hand, although the District People's Committee has guided cooperatives to approach and register production cooperative models associated with the commodity value chain, the biggest obstacle is in the processing stage due to lack of machinery, equipment, and infrastructure conditions.
With the goal of striving by the end of 2025, the whole district will have 22 cooperatives with an average revenue of about 1 billion VND/cooperative/year; the average income of regular workers in cooperatives is about 50 million VND/year, Huong Hoa district continues to create conditions for cooperatives to participate in trade promotion programs, industrial promotion, agricultural promotion and human resource training activities.
Focus on innovation and development of cooperatives in the agricultural sector to comprehensively innovate both the content and form of cooperation and association in agricultural production, develop diverse forms of cooperation among farmers, suitable for each region and each field associated with the new rural construction movement, promote agricultural commodity production towards increasing value and sustainable development.
Continue to strengthen and enhance the role of state management in innovation, development and improvement of the efficiency of the market economy in the local economy; promote the role of the Vietnam Fatherland Front Committee and political organizations in mobilizing and propagating union members, members and the masses to participate in the development of the market economy in the area.
