Minister of Planning and Investment Nguyen Chi Dung explained to the National Assembly during the discussion session at the Hall, May 29 .

Responding to opinions and recommendations from many National Assembly deputies on solutions to promote disbursement progress and remove obstacles in investment activities during the discussion session on the socio-economic situation on May 29, Minister of Planning and Investment Nguyen Chi Dung said that the Government is finalizing to submit to the National Assembly for approval of a number of solutions.

Firstly, separate site clearance from group B and group C projects. The Minister said that this is being completed by the Government and will be reported to the National Assembly in a few days.

Second, decentralize to localities to approve plans to implement approved plans to speed up progress.

Third, decentralize the implementation of land use plans to localities and adjust land use plans. If this is done, it will solve many current problems.

And most importantly, it is recommended that the National Assembly allow a preliminary review and assessment of the specific mechanisms and policies currently applied to 10 provinces and cities. If any mechanism or policy is clear and suitable to the practical situation and the law, it should be allowed to be replicated.

"It is possible to allow other localities to implement this first with a resolution of the National Assembly while waiting for the amendment of related legal documents. We would like to make such a recommendation," Minister Nguyen Chi Dung reported to the National Assembly.

Earlier, at the beginning of the explanation, the Minister expressed his thanks for the dedicated, responsible, and realistic opinions of the National Assembly deputies. The Minister said that he would take into account the most appropriate opinions of the National Assembly deputies. Regarding the Government's socio-economic management solutions in the coming time, Minister Nguyen Chi Dung reported that the Government has also directed to focus on five major groups of issues.

Firstly, resolutely, synchronously and effectively implement solutions and policies to ensure the resolution of short-term and long-term development problems, especially supporting domestic enterprises and preparing good conditions to attract FDI waves.

“Ministries, sectors and localities must truly accompany and support businesses. If only the National Assembly, the Government or the central government accompany and support, it is not enough because there are many obstacles at the local level,” the Minister suggested to the National Assembly delegates.

Specifically, the Minister asked delegates to supervise locally, to support, accompany, remove and resolve current bottlenecks and procedures that are very difficult for businesses.

Second, promote traditional driving forces, such as investment, consumption, export, while considering and implementing new driving forces for new economic models such as digital transformation, green transformation, circular economy or some new industries, especially important industries such as chips, semiconductors or renewable energy, ...

Third, promote disbursement of public investment capital, especially investment in strategic and important infrastructure sectors.

Fourth, focus on institutional and legal reforms towards stronger decentralization and delegation of power to localities. To resolve current difficulties and shortcomings, the Minister said that he will continue to perfect the legal system in a synchronous, unified, and clear manner to overcome the fear of mistakes and responsibility, and promote the spirit of responsibility, daring to think and dare to do of officials and civil servants.

Fifth, amend and promulgate synchronous documents implementing the Land Law being submitted to the National Assembly for early application.

In particular, Minister Nguyen Chi Dung said that the Government is stepping up the implementation of Resolution 02/NQ-CP on solutions to improve the business investment environment and enhance national competitiveness. The Minister said that the Prime Minister has directed the establishment of two working groups to implement the Resolution. However, in the coming time, to accelerate the resolution of administrative procedure problems and improve the business environment, the Government may have additional solutions.

“It may be necessary to establish a Steering Committee to resolve this issue once and for all,” the Minister reported.
