Today, February 28, the thematic supervision delegation of the National Assembly Delegation of the province, including the following delegates: Deputy Head of the Provincial National Assembly Delegation Hoang Duc Thang; Deputy Head of the Provincial Ethnic Committee Ho Thi Minh, worked with the Provincial People's Committee and departments, branches, and localities on the implementation of policies and laws on innovation of the organizational and management system, improving the quality and efficiency of public service units in the period of 2018-2023 in Quang Tri province. Decreased by 175 units compared to 2015
Reporting to the monitoring delegation, Standing Vice Chairman of the Provincial People's Committee Ha Sy Dong said that Quang Tri province basically achieved and exceeded the goals of arranging and reorganizing public service units, streamlining public service staff, perfecting the organizational structure of public service units in the direction of streamlining, reducing focal points, eliminating intermediate levels, and improving the quality of human resources.
As of December 31, 2023, Quang Tri province has 503 public service units (a decrease of 175 units compared to 2015); of which, 45 units are financially autonomous. It is expected that by 2030, 13 more units will be reduced. From 2018 to present, Quang Tri province has not established new public service units but only established a number of service units on the basis of reorganizing public service units in the area.
According to the Standing Vice Chairman of the Provincial People's Committee, public service units have recruited and arranged employees in accordance with the approved job positions and competency framework. During the period from 2015 to 2021, after streamlining the payroll according to regulations, Quang Tri province has balanced and adjusted to add 484 quotas for public service units in the total quotas assigned by the central government each year due to increased workload, increased number of classes, and number of students, especially in the field of education.
Currently, the Provincial People's Committee has submitted to the Prime Minister for approval 6 public service units to be converted into joint stock companies, including: Driver Training and Testing Center, Passenger Station Management Center and 4 district-level urban-environment centers.

In addition to the achieved results, Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong commented that the restructuring of public service units in some units has been streamlined but is still mechanical.
The establishment of district-level agricultural service centers has not been implemented due to the lack of consistency and synchronization between the resolution of the Party Central Committee and the provisions of the Veterinary Law, the Law on Quarantine and Plant Protection, and the Prime Minister's directive.
The reorganization of Quang Tri Pedagogical College has not been implemented due to the lack of a suitable plan, while the central government has not yet issued a project to rearrange and reorganize pedagogical colleges nationwide.
The number of public service staff in many units is still insufficient compared to the approved job positions, especially in the field of education. Some ministries and sectors have not yet reviewed the list of public service services using the state budget. The issuance of economic and technical norms by ministries and sectors is still slow.
Faced with the above difficulties, the provincial People's Committee leaders proposed that the Government soon issue regulations on transferring kindergartens and high schools in places with high socialization conditions to non-public ones. Allow the establishment of the University of Technical Education under Hue University on the basis of merging the Hue University Branch in Quang Tri and Quang Tri Pedagogical College.
Recommend the Government to amend relevant regulations so that localities have the basis to establish district-level agricultural service centers on the basis of reorganizing agricultural extension stations, veterinary stations and plant protection stations.
Consider converting the career establishment performing state management functions at the branches to civil servant establishment to separate the state administrative management function and the provision of public services at these agencies. Provide guidance on implementing socialization in the education sector so that localities have a basis for implementation...
Accelerate the equitization process and financial autonomy
Speaking at the working session, Deputy Head of the Provincial National Assembly Delegation Hoang Duc Thang requested the Provincial People's Committee to continue to inspect and review the organizational structure of departments, branches and units to have plans and options for appropriate arrangement, conversion and adjustment. Improve the management capacity and operational quality of public service units to meet the requirements of tasks in the new situation.
Direct departments, branches and localities to adjust and update new central regulations and contents; continue to study the merger and dissolution of ineffective units or units that no longer have operational functions and tasks.
Transfer public service units to the right location and management authority; do not allow multiple units with the same functions and tasks to exist in one area. Consistently implement the policy of streamlining the payroll according to regulations. Accelerate the equitization process and financial autonomy of public service units.
Regarding the recommendations and proposals of the province, the monitoring delegation will study and synthesize them to submit to the National Assembly and competent authorities for consideration and handling in the coming time.
