Recently, the People's Committee of Quang Nam province sent a document to the Party Committee of the People's Committee of Quang Nam province regarding the resolution of difficulties and obstacles faced by Quang Nam Medical College.
The People's Committee of Quang Nam province will direct a review of the responsibilities of the collectives and individuals involved in the violations and shortcomings at Quang Nam Medical College.
Accordingly, the Provincial People's Committee will direct relevant agencies to conduct a review of the responsibilities of the collectives and individuals involved in the violations and shortcomings at Quang Nam Medical College, as notified by the Provincial Party Committee's Inspection Committee (for matters not yet reviewed).
Simultaneously, the Quang Nam College of Health Sciences was instructed to inspect and review the extent of the impact and specific data resulting from the handover of the College's General Hospital facilities for the admission and treatment of severely ill COVID-19 patients. This information should be submitted to the Department of Finance for review, comments, and advice, and then reported to the Provincial People's Committee for consideration regarding financial support for the Quang Nam College of Health Sciences General Hospital due to the impact of the province's requisition of the hospital for the admission and treatment of COVID-19 patients.
Regarding the prolonged salary arrears at Quang Nam Medical College, the Provincial People's Committee is seeking the opinion of the Party Committee of the Provincial People's Committee to agree on the following specific matters:
The outstanding training costs of the College of Health Sciences from 2020 and earlier, totaling 15.551 million VND, will be written off from 2023 to 2025. Simultaneously, the budget reduction for the Quang Nam College of Health Sciences will be temporarily suspended from 2023 to 2025 to allow funds to pay salaries for staff, lecturers, and employees.
The deduction of VND 1,322 million from the 2023 budget, advanced by Quang Nam Medical College to the General Hospital under Quang Nam Medical College in 2021, is temporarily postponed. Funding is also temporarily allocated to cover salaries and benefits for officials, employees, and workers before the Lunar New Year of Giap Thin 2024.
Previously, on December 14, 2023, 17 staff and lecturers working at the Nursing Department and the Primary Healthcare Department of Quang Nam Medical College announced they would cease work starting December 18, 2023.
The reason for the collective work stoppage is that the school has failed to pay their salaries and allowances for six months (from July 2023 to the present). The Nursing Department and the Primary Healthcare Department have met and agreed to stop working until the school resolves the issue of salaries and allowances.
Not only the faculty and lecturers of the Nursing and Primary Healthcare departments, but Quang Nam Medical College currently owes six months' salary to 114 employees, totaling over 5.7 billion VND. In addition to salary arrears, the college has also been late in paying social insurance contributions for several months.
By December 18, 2023, two lecturers from the Department of Primary Healthcare had stopped teaching, causing 30 students to be suspended from their studies.
Recently, Quang Nam Medical College spent 1.2 billion VND to pay one month's salary and three months' social insurance for its staff and lecturers. Currently, the staff and lecturers of this college have returned to work.
