Priority area regulations 2024
Regulations on priority areas for university and college admissions in preschool education in 2024 are one of the contents that the Ministry of Education and Training noted during the training of the general enrollment support software system this year.
Accordingly, since March, the Ministry of Education and Training has issued an official dispatch on reviewing, amending, supplementing and updating the database on priority areas serving the high school graduation exam and university and college admissions in 2024. In particular, the regulations on admission areas are based on Clause 1, Article 7 of the current Regulations on University and College Admissions for Preschool Education.
Specifically, the 2024 enrollment areas are divided as follows:
Region 1 (KV1) includes: Communes in regions I, II, III and communes with extremely difficult villages in ethnic minority and mountainous areas; extremely difficult communes in coastal and island areas; extremely difficult communes, border communes, and safe zone communes eligible for investment under Program 135 according to regulations of the Prime Minister.
Region 2 - rural (KV2-NT) includes: Localities not in KV1, KV2, KV3.
Region 2 (KV2) includes: Towns and cities under provinces; towns and suburban districts of centrally run cities (except communes in KV1).
Region 3 (KV3) includes: Inner city districts of centrally-run cities. Candidates in KV3 are not eligible for regional priority.
According to the current enrollment regulations, communes in priority areas include: "Communes in regions I, II, III and communes with extremely difficult villages in ethnic minority and mountainous areas; extremely difficult communes in coastal and island areas; extremely difficult communes, border communes, and safe zone communes eligible for investment under Program 135 according to regulations of the Prime Minister" (Clause 1, Article 7 according to Appendix I of the Regulations); "Communes in Region III and communes with extremely difficult villages in ethnic minority and mountainous areas as prescribed by the Minister, Chairman of the Ethnic Committee and the Prime Minister; extremely difficult communes in coastal and island areas; extremely difficult communes, border communes, and safe zone communes eligible for investment under Program 135 (according to Decision No. 135/QD-TTg dated July 31, 1998 of the Prime Minister); extremely difficult villages and communes in areas as prescribed by the Prime Minister" (Point c, Clause 1, Article 7).
The priority area of each candidate is determined according to the location of the school where the candidate studied the longest during high school (or intermediate) time; if the (longest) study time in the areas is the same, it is determined according to the area of the school where the candidate studied last.
How are priority points calculated?
According to current admission regulations, the priority score applied to Region 1 is 0.75 points, Region 2-NT is 0.5 points, Region 2 is 0.25 points; Region 3 is not counted for priority points.
In addition to regional priority points, the current regulations also stipulate specific cases where candidates are entitled to priority. Accordingly, priority group 1 will be awarded the highest level of 2 points, and priority group 2 will be awarded 1 point.
Candidates who score 22.5 points/3 subjects or less will still enjoy the above priority points.
But for candidates who achieve a total score of 22.5 points or more (out of a maximum total score of 30 for each combination of 3 subjects, equivalent to 7.5 points on a 10-point scale), the regional priority score and subject priority score are reduced linearly (up to 30 points, the priority score is 0).
According to the Regulations on admission to university and college level preschool education issued by the Ministry of Education and Training, the formula for calculating priority points for candidates with a total score of 3 subjects from 22.5 points or higher is as follows: Priority points that candidates receive = [(30 - total score achieved by the candidate)/7.5] x total priority points determined normally.
