Speaking at the opening of the workshop, Mr. Tran Dac Trung, Deputy Head of the Hoa Lac High-Tech Park Management Board, said that currently, semiconductors are one of the sectors that the Government prioritizes and encourages development. Therefore, preparing the necessary conditions for the development of this industry, in which human resource training is one of the key factors.

Human resource development for the semiconductor industry in Hoa Lac High-Tech Park is always closely linked to the practice of schools, research institutes and enterprises in the park. Up to now, Hoa Lac High-Tech Park has had 108 investment projects with registered capital of over 5 billion USD. The number of cadres, experts, workers and students in Hoa Lac High-Tech Park is about 25,000 people.

Projects in Hoa Lac High-Tech Park have contributed greatly to the socio-economic development of the capital in particular and the country in general. In particular, these projects have been effective in forming links between universities, training facilities-research institutes-production enterprises, forming a closed circle between 3 houses: Researcher-School-Enterprise.

With the mission of Hoa Lac High-Tech Park being to develop technology, innovate, move towards technological creation as well as incubate start-up businesses, Hoa Lac High-Tech Park Management Board always recognizes the role of accompanying investors, businesses, experts, workers and students at Hoa Lac High-Tech Park.

Hoa Lac Hi-Tech Park has now planned service areas to support these core objectives. This year and next, Hoa Lac Hi-Tech Park Management Board will focus on building portfolios to attract projects to develop the necessary social infrastructure to meet the requirements of experts, researchers, businesses, and students studying at Hoa Lac Hi-Tech Park.

The Management Board also promotes administrative reform, simplifies procedures in the spirit of creating and beautifying infrastructure and landscape, and at the same time, regularly and proactively proposes and develops appropriate mechanisms and policies to create the best conditions for investors, businesses and partners to participate in cooperation and investment in Hoa Lac High-Tech Park.

At the workshop, opinions said that, currently, Hoa Lac High-Tech Park has many advantages to "catch the wave" of investment in the semiconductor industry when it is gathering leading technology corporations in Vietnam such as: Viettel, FPT, Mobifone, Vinaphone, CMC, large-scale research and incubation facilities such as: Vietnam-Korea Institute of Science and Technology (V-KIST), National Innovation Center (NIC).

In particular, the development of the high-tech industry requires the contribution of a team of experts, engineers, and skilled workers. In this aspect, Hoa Lac High-Tech Park is capable of meeting the demand for high-quality human resources, as in the park, FPT University is training nearly 10,000 students in technology fields, including semiconductors. In addition, the Capital Law specifically regulates the development of science and technology, including high technology.

Sharing about the plan and orientation for developing human resources in the semiconductor industry, Dr. Vo Xuan Hoai, Deputy Director of the National Innovation Center (NIC), said that the Project "Developing human resources in the semiconductor industry to 2030, with a vision to 2050" chaired by the Ministry of Planning and Investment has forecasted the need for about 50,000 engineers in the semiconductor industry. The project also shows that the private sector and localities can participate in the process of training and developing human resources. Currently, Bac Ninh, Bac Giang, ... have pioneered in supporting funding for learners to participate in training programs. We expect Hanoi to have more breakthrough programs to develop human resources in this industry.

Opinions at the workshop also stated that the Hoa Lac High-Tech Park Management Board plays an important role in connecting the three parties: State-School-Enterprise to develop human resources for the semiconductor industry. In addition, the Hoa Lac High-Tech Park also needs to pay attention to foreign partners, and can propose to competent authorities to provide support mechanisms and measures for investors such as supporting labor training activities, R&D activities, supporting the ability to access and use business services, etc.
