Can't find many landowners to compensate for 3,500 billion project in Quang Ngai

The Hoang Sa - Doc Soi road project was approved by the Quang Ngai Provincial People's Committee in March 2023. This is a grade I road traffic project, with a total investment of up to 3,500 billion VND. According to the plan, the Hoang Sa - Doc Soi road is expected to be completed and put into operation from 2027.

Hoang Sa - Doc Soi Road is nearly 27km long, passing through Binh Son, Son Tinh districts and Quang Ngai city. There are nearly 4,200 land plots subject to site clearance for this project.

The amount of work to count and clear the land for the project is quite large, leading to many obstacles in the implementation process. One of the difficult problems is that it is not possible to identify the owners of many plots of land, especially in Tinh An commune, Quang Ngai city.

Since the end of 2023, the Quang Ngai Provincial Land Fund Development Center has coordinated with the authorities of Son Tinh and Binh Son districts and Quang Ngai city to count and develop compensation plans for land plots affected by the project. During the counting process, the locality discovered 50 land plots whose real owners could not be identified.

The biggest difficulty is that agricultural land has been bought and sold many times, changing hands with many owners. Many landowners are identified as residing in Ho Chi Minh City, Ninh Binh, Gia Lai... but there is no contact information. The situation of land in one place, owner in another has caused difficulties in the work of counting, compensation and site clearance.

Mr. Pham Nhat Vu, Director of the Quang Ngai Province Land Fund Development Center, said that identifying the owners of the above plots of land was very difficult. The center's staff had to check many places, from many different sources of information to be able to find the real landowner.

"We have to announce it in the media and notify notary offices to find the landowner. In many cases, it takes months to identify the landowner," Mr. Vu shared.

After more than half a year of efforts, the Quang Ngai Provincial Land Fund Development Center has found information on the owners of 44 plots of land. Of these, about 15 cases have coordinated with the center for counting. The remaining cases have just contacted the center to work.

"There are still 6 plots of land whose owners have not been identified. The Center has announced this on the mass media. After 30 days, if the owners of the plots do not contact us for work, we will coordinate with the People's Committee of Quang Ngai City to count the absent owners to carry out the next steps to clear the land," Mr. Vu added.
