Recognizing and appreciating the results achieved by the collective leadership, cadres, civil servants, public employees, and workers of the Department of Construction Investment Management, Minister of Transport Tran Hong Minh emphasized: Not only in 2024 but every year, the workload assigned to the Department is extremely heavy, multi-sectoral, and multi-field.

"The Department of Construction Investment Management must perform many tasks, from appraisal, inspection, reporting, handling work according to its authority, and advising the Ministry's leaders on work handling plans to ensure "harmony between top and bottom". It is more difficult when the work handling process involves many ministries, branches and localities," said the Minister.
The head of the Ministry of Transport also particularly emphasized some outstanding results that the Department of Construction Investment Management has strived to achieve.
"Processing nearly 20,000 documents both inbound and outbound is a big challenge in the context of limited human resources, spread out over many tasks, from headquarters to construction sites.
The appraisal work also encountered many difficulties due to fluctuations in market prices, some standard unit prices were not available and could not keep up with the reality of project implementation," the Minister emphasized.

Assigning tasks for 2025 to the unit, Minister Tran Hong Minh requested the Department of Construction Investment Management to consolidate its forces, select virtuous and qualified people, and firmly perform assigned tasks.
"Technology application is an issue that the Department needs to pay special attention to. Science and technology are developing more and more, if we cannot access it, it will be difficult to perform our advisory role well," the Minister noted.
Referring to the goal of completing 3,000km of expressway by 2025, the Commander of the Transport Industry said that the most worrying thing right now is still the projects in the Western region.
"Units must focus on accelerating progress, but also not ignore quality. To do so, the inspection and supervision role of specialized units such as the Department of Construction Investment Management is very important," said the Minister.
Entering the new year, Minister Tran Hong Minh also requested the Department of Specialized Management to closely coordinate with the Railway Project Management Board to advise competent authorities to issue resolutions and guide the effective implementation of 19 specific mechanisms in implementing investment in the North-South high-speed railway project approved by the National Assembly.
"The Department and project management units must also carry out investment procedures to select consultants, and further select construction contractors, ensuring the progress of key railway projects, first of all the North-South high-speed railway project, the Lao Cai-Hanoi-Hai Phong railway line," the Minister directed.

A year of being assigned a "huge" amount of work
Previously, reporting at the conference, Mr. Le Quyet Tien, Director of the Department of Construction Investment Management, said that in 2024, the Department was assigned an especially large amount of work with many important political tasks.
Fully aware of its role and responsibility, with the spirit of working day and night, regardless of holidays, the Department has coordinated with the Prime Minister to issue 4 directives and telegrams directing ministries, branches and localities to focus on removing difficulties and obstacles in site clearance, construction material sources, and speeding up the progress of key projects.
The Department also coordinated with agencies of the Ministry of Construction to inspect the site and collect data for the Ministry of Construction to issue Circular No. 9/2024 amending and supplementing 250 norms, fundamentally resolving a number of difficulties and problems in the norming work of the transport sector; Coordinated to advise specialized ministries to issue guidelines for determining material prices at specific mines, as a basis for investors to approve and pay contractors.
Notably, according to assigned tasks, the Department received more than 14,000 incoming documents, issued nearly 3,500 outgoing documents of various types (decisions, appraisal reports, directive documents, etc.) and many reports serving briefings and field inspections of leaders of the National Assembly, Government, and Ministry of Transport.
Regarding investment preparation, the Department has appraised and submitted 8 projects to the Ministry for approval, adjusted 21 projects; appraised investment projects and adjusted projects of specialized construction agencies for 27 projects to ensure quality and required progress.
Of these, 6/7 projects have been approved to use increased revenue capital in 2022 and 2023 according to the schedule required by the Prime Minister.
"In particular, in a short time, the Department has completed the appraisal and submitted to the Ministry for approval the investment project to build the new Phong Chau bridge according to the emergency construction order; is coordinating with ACV and relevant agencies to appraise and adjust the investment project of Long Thanh International Airport (investment in adding a second runway)", Mr. Tien informed.
Among the 19 specific mechanisms related to the North-South high-speed railway project approved by the National Assembly, there are mechanisms on investment implementation that received important comments from the Department of Construction Investment Management to shorten the implementation time. There are days when the Liaison Committee discusses at 1-2 am, and the leaders and staff of the Department are also ready to coordinate and work all night long to achieve the highest efficiency.

Regarding investment implementation, according to Mr. Tien, last year, the Department of Construction Investment Management appraised construction expertise, submitted to the Ministry for approval/approval of adjustments to 55 projects; appraised 140 design documents implemented after basic design, and 54 cost estimate documents.
To ensure project progress and quality, in 2024, the Department coordinated with relevant units to organize about 211 field inspections, advising the Ministry to direct investors/Project Management Boards to complete construction investment procedures to start 12 projects; complete and put 8 projects into operation.
For the two expressway projects Dien Chau - Bai Vot and Cam Lam - Vinh Hao, the Department has sent leaders and experts to regularly be present at the site to urge and promptly advise on resolving difficulties and problems, completing the project on schedule, increasing the total length of expressways nationwide to 2,021 km.
For projects in the 3,000km category scheduled to be completed in 2025, the Department has regularly monitored and grasped the implementation status of the projects, reported to the Prime Minister and leaders of the Ministry for timely instructions and solutions; Coordinated with investors to propose technical solutions, shortening construction time without affecting quality such as: vacuuming, using crushed stone aggregate for loading, changing from wick solution to soil cement piles...
Up to now, some component projects of the North-South Expressway in the East phase 2021 - 2025 are under construction ahead of schedule and are striving to complete 3 - 6 months early.
Continuing the achieved results, in 2025, the Department of Construction Investment Management sets many major goals such as: focusing on urging investors to complete 51 projects, especially determination and efforts to complete projects in the list of 3,000km of expressways; Implementing high-speed railway projects on the North-South axis, Lao Cai - Hanoi - Hai Phong railway; Implementing procedures to start construction of 19 projects; Timely identifying difficulties and problems, proposing to the Ministry or advising the Ministry to report to the Prime Minister for solutions to remove them, ensuring progress and quality of the project.
