No rewards, honors, no consideration of bidding documents for businesses that evade paying insurance

Vietnam Social Security requests the Standing Committees of local Party Committees and Provincial Party Committees not to reward, honor, or consider bidding documents for public investment projects for employers who evade social insurance and health insurance. Vietnam Social Security (VSS) has just sent an official dispatch to the Standing Committee of Provincial Party Committees and City Party Committees of centrally-run provinces and cities requesting continued coordination in directing the implementation of social insurance policies.

Vietnam Social Security said that in recent years, the Standing Committees of provincial and municipal Party Committees have always paid attention to the implementation of social insurance, health insurance (HI), and unemployment insurance (UI) policies. This is demonstrated through the leadership and direction of Party committees, authorities, and relevant sectors in coordination with the Social Security agency to synchronously deploy solutions to develop participants of social insurance, health insurance, and unemployment insurance.

Therefore, although the socio-economy is still difficult, especially during the Covid-19 pandemic, the number of people participating in social insurance and health insurance is still growing.

Entering 2023, in the context of the world's socio-economic situation continuing to develop complicatedly, consumer demand and economic activities continue to decline, causing great pressure on the expansion and development of social insurance and health insurance participants.

According to the targets set out in the Resolutions of the Party, National Assembly, and Government, by 2025, the number of people participating in social insurance and unemployment insurance will reach about 45% and 35% of the working-age workforce, respectively, and over 95% of the population will participate in health insurance...

To achieve the above objectives, Vietnam Social Security recommends that the Standing Committees of provincial and municipal Party Committees continue to pay attention to leading and directing a number of key contents such as: including the target of developing social insurance and health insurance participants in the Resolution of each Party Committee at all levels and the annual socio-economic development plan of the locality. Consider the completion of the target of developing social insurance, health insurance and unemployment insurance participants as a criterion for considering rewards and evaluating the completion of political tasks of Party Committees and authorities at all levels.

Next, perfect the Steering Committee for implementing social insurance and health insurance policies at the provincial, district and commune levels, with the Chairman of the People's Committee as the head of the Steering Committee. Clearly define the responsibilities and working relationships of each member in directing and implementing solutions to develop social insurance and health insurance participants, prevent abuse and profiteering of social insurance and health insurance policies, etc.

Vietnam Social Security also requested the Standing Committees of provincial and municipal Party Committees to continue to pay attention to leading and directing the effective implementation of sharing and providing information on labor declarations of enterprises, declarations and settlements of personal income tax of labor management agencies, taxes, investment plans, etc. with the Social Security agency. Regularly monitor and grasp the situation of labor use, employment, implementation of social insurance and health insurance policies at labor-using units, especially units employing many workers, in order to promptly support, remove difficulties, detect and prevent fraud, profiteering, late payment, and evasion of social insurance and health insurance.

In addition, strengthen inspection and examination of employers who are late in paying or evading social insurance and health insurance for 3 months or more; strictly handle violations according to the provisions of law. Direct relevant agencies to collect records and documents to transfer to investigation agencies for consideration and handling of acts of fraud, evasion, and profiteering from social insurance and health insurance according to regulations.

At the same time, do not reward, honor, or consider bidding documents for public investment projects for units that use labor to evade paying social insurance and health insurance. Widely publicize units that evade paying social insurance and health insurance on mass media.

Vietnam Social Security recommends that the Standing Committee of the City Party Committee and Provincial Party Committees of localities consider and arrange local budgets to support voluntary social insurance and family health insurance contributions for people, especially those who have just escaped poverty, ethnic minority areas, coastal and island areas, etc. with difficult circumstances, in order to expand and maintain participants.
