The draft circular on determining university education enrollment targets and preschool education enrollment targets stipulates that universities are not allowed to increase their enrollment targets and actual enrollment numbers from the previous year if the first-year dropout rate is higher than 15%.


Previously, the Circular regulating university education standards also stipulated that the annual dropout rate of universities must not be higher than 10% and for first-year students, it must not be higher than 15%. This regulation aims to maintain the quality and effectiveness of enrollment and training of universities.

Many students drop out of school because of poor academic results.

In recent years, the number of students dropping out and being expelled from many universities has increased.

For example, in October, Ho Chi Minh City University of Technical Education announced a list of 892 students from the 2021, 2022, and 2023 courses expected to be placed on probation, warned about their academic results in the second semester of the 2023-2024 school year, and expected to be forced to drop out of the first semester of the 2024-2025 school year due to credit debt and having a poor cumulative GPA.

Improve career guidance and student care services

Sharing about this regulation, Dr. Nguyen Trung Nhan, Head of Training Department, Ho Chi Minh City University of Industry, said that this is a suitable regulation, ensuring consistency with Circular 01 on university education institution standards.

"Although many students have dropped out recently, it is not as high as 15% because this rate is very high and rare in any school. However, schools should still have solutions to limit the situation of students dropping out and being dropped out," Dr. Nhan stated his opinion.

According to Dr. Nhan, there are many reasons why students drop out of school, most of which are lack of motivation to study, due to choosing the wrong major or being admitted to a major they do not like but still enrolling... leading to poor academic results.

"This will raise the issue of universities having to improve their career counseling and orientation for candidates before enrollment. Specifically, when providing information, it must be accurate, complete, clear and properly advised so that candidates can make their choices. In addition, when candidates are admitted to study, the school also needs to continue to advise and orient their studies and care for students so that they are motivated and love their major," Dr. Nhan commented.

Master Pham Thai Son, Director of the Admissions and Communications Center of Ho Chi Minh City University of Industry and Trade, said that student dropout is a problem that many schools are facing, directly affecting the determination of enrollment quotas, even the reputation and ranking of the school.

"The high rate of dropouts and expulsions due to poor academic performance will cause schools to be seen as ineffective in career guidance, counseling, student care and ineffective in training," said Master Son.

Therefore, according to Master Son, schools need measures to support students, for example, building career support programs to help them clearly identify suitable majors, thereby increasing the rate of retention and graduation.

"In addition, it is necessary to support students with time management skills, balancing between studying and working, and maintaining learning motivation. At the same time, we need to increase academic counseling and psychological support for students because currently many students are stressed due to work and study," shared Master Son.

Dr. Nguyen Trung Nhan emphasized that the communication work of society, career guidance of families, and high schools before candidates apply for university are very important. "If students still have the mentality of having to go to university at all costs, even if it is a major they do not like, even if it is not suitable for their own abilities or family conditions, then it will certainly be difficult for them to pursue their studies to the end. Dropping out of school not only affects the students themselves but also affects the university, family and society," Dr. Nhan acknowledged.
