Tuoi Tre Online received feedback from officers and employees of Thua Thien Hue Transport Hospital about the unit not receiving medical professional allowances according to Decree 05-2023 of the Government.
No allowance even at district level
Mr. Nguyen Huu Duong, an employee of Hue Transport Hospital, said that when the COVID-19 epidemic broke out, he and hundreds of hospital staff went to Ho Chi Minh City and Binh Duong to fight the epidemic.
After learning that the Government issued Decree 05-2023 on increasing the occupational allowance to 100% for local medical staff after the epidemic, Mr. Duong was looking forward to receiving this amount of money.
Mr. Duong is currently receiving a 40% health care allowance according to Decree 56-2011 of the Government.
Mr. Duong also said that according to Decree 05-2023, Hue Transport Hospital is a hospital equivalent to a district hospital, so employees are entitled to 100% of vocational allowance according to Article 1 of this Decree.
"Decree 05-2023 clearly states that the 100% allowance applies to regular civil servants who directly perform medical expertise at district, county, town, and provincial city hospitals.
Our hospital is a district-level hospital according to the decision of the People's Committee of Thua Thien Hue province. Therefore, we should be entitled to this allowance," said Mr. Duong.

According to Mr. Duong, he has sent many requests for explanations to the Department of Health of Thua Thien Hue province and the People's Committee of Thua Thien Hue province about the above matter, but only received an unconvincing answer that his hospital is not eligible under Decree 05-2023.
What does the Department of Health say?
Speaking with Tuoi Tre Online , Mr. Le Viet Bac, deputy director of the Department of Health of Thua Thien Hue province, said that the reason why Hue Transport Hospital is not entitled to receive professional allowances according to Decree 05-2023 is due to the two words "equivalent".
Mr. Bac explained that Hue Transport Hospital was previously a hospital under the management of the Ministry of Transport. In 2022, the hospital was transferred by the ministry to the province for management.
In the decision to accept and classify hospitals of the province, the Transport Hospital is a hospital "equivalent to district level" and not a district level hospital.
"This is so that the hospital can receive initial examinations for patients with health insurance.
In fact, the Transport Hospital is a provincial hospital, directly under the administrative management of the Provincial Department of Health, so employees are not entitled to the regime according to Decree 05-2023," Mr. Bac explained.
Mr. Bac also added that in addition to the Transport Hospital, Binh Dien General Hospital is also in a similar situation.
Accordingly, at the time of the COVID-19 outbreak, Binh Dien General Hospital (located in Huong Tra town) was the unit directly built by the province as a treatment area for COVID-19 patients.
However, after Decree 05-2023 was issued, hospital staff - those directly involved in the fight against the epidemic - were not entitled to the benefits because the two words "equivalent to district level" were under the management of the Department of Health.
"We really want our brothers, who are directly involved in fighting the epidemic, to receive this subsidy. However, due to such regulations, even if we wanted to, we cannot disobey them," said Mr. Bac.
