Therefore, in this conclusion, the Deputy Prime Minister made many requests to speed up the progress of building the two above-mentioned decrees, ensuring quality and feasibility; ensuring that when put into practice, they are effective, absolutely leaving no loopholes, taking advantage, or creating a mechanism of asking and giving.
Regarding the draft decree regulating the mechanism for direct electricity trading between power generation units and large electricity users, the Deputy Prime Minister requested institutionalizing the responsibility of the Ministry of Industry and Trade and EVN in the decree for ensuring the safety of the power system when conducting buying and selling transactions through the national grid.
In addition, monitor, update, publish, and transparently publicize specific data on the transmission capacity and absorption of renewable energy output in each region, thereby proposing timely adjustments to electricity planning based on supply and demand forecasts, when technological capabilities allow for faster green energy conversion, responding to load and infrastructure areas, ensuring the interests of the State and investors mobilized to participate in the electricity market.
In addition, build a database, identify and publish the renewable energy output consumed by each customer, as a basis for the Ministry of Natural Resources and Environment to grant green credits to businesses; have sanctions to warn and handle violations related to direct electricity trading such as registration, data update, connection and inspection and examination according to the post-audit mechanism.
Commenting on the draft, Mr. Dao Nhat Dinh - Scientific Council of Vietnam Energy Magazine said that with the DPPA mechanism, companies will tend to buy large hydropower sources in Vietnam, because they are cheap and have stable power sources all year round. However, the Government needs to keep these sources for the general power system, not allowing direct trading.
According to him, Vietnam's current transmission costs are low compared to countries with similar systems, and do not fully reflect the real costs if fully and independently accounted for by distance and transmission location. Therefore, the DPPA contract can be used to enjoy low transmission costs.
DPPAs also put a lot of pressure on the grid as it is forced to balance the growing amount of renewable energy. Therefore, there is a need for appropriate dispatch policies that match the load capacity of the grid.
"Currently, Vietnam has not applied a two-component electricity price, so preparing and maintaining the capacity to supply data centers with DPPA with some renewable energy plants may increase costs significantly. Therefore, in the service sale agreement, a capacity fee may be added, at which time the direct electricity price may be higher than the current price," he said.
