No delay, no shortage of textbooks

Accordingly, the Ministry of Education and Training requested the People's Committees of provinces and centrally-run cities to strengthen direction, review, inspection and urging to ensure adequate facilities and educational equipment before the new school year. At the same time, there must be timely solutions to overcome the inadequate structure of the teaching staff in localities according to their authority; flexibly implement, arrange and assign teachers to ensure sufficient quantity and synchronous structure, especially in some subjects such as: English, Information Technology, Music, Fine Arts. In case it is not possible to recruit enough teachers according to the quota, implement teacher contract solutions according to Decree No. 111 dated December 30, 2022 of the Government to implement the policy of "having students, there must be teachers in the classroom" in accordance with the actual situation in the locality.

At the same time, deploy solutions to strengthen state management responsibilities to properly implement regulations on financial revenue and expenditure management, and publicize revenue and expenditure from the beginning of the school year. Develop and implement plans to support poor and near-poor students, policy beneficiaries, students in difficult and disadvantaged circumstances, remote areas, isolated areas, and students from ethnic minority areas, with sufficient textbooks, school supplies, and other essential conditions; do not let any student be unable to go to school due to difficult circumstances.

The Ministry of Education and Training also requested the provincial People's Committees to direct educational institutions to proactively coordinate with publishers and relevant organizations and individuals to organize the supply of textbooks in the area, ensuring quality; absolutely not allowing delays or shortages of textbooks and learning materials when the new school year begins.

Regarding the organization of activities at the beginning of the 2024-2025 school year, the Ministry of Education and Training requested the People's Committees of the provinces to direct educational institutions to stabilize and maintain learning order immediately after the opening ceremony. Provide guidance on organizing activities at the beginning of the school year appropriate to the age of students, school conditions, and local realities. Focus on building school culture, ensuring school security and safety right from the first days of the school year. Coordinate well with parents to create consensus, share, and support the education sector to perform well the tasks of the school year.

According to the 2024-2025 school year schedule issued by the Ministry of Education and Training, kindergartens, general schools and continuing education schools nationwide will hold the opening ceremony on September 5, 2024.

Ensure adequate textbooks before the new school year

On August 15, General Director of the Vietnam Education Publishing House (VEP) Nguyen Tien Thanh said that as of August 14, the unit had completed printing and warehousing textbooks for all classes, reaching 96.7% of the plan, equivalent to 168 million copies. Currently, the VEP is supplying textbooks to localities according to the number of orders. Up to this point, the unit has published 96.1% of the plan, equivalent to 168.4 million copies.

In addition, implementing the direction of the Ministry of Education and Training on ensuring enough textbooks for the 2024-2025 school year for students nationwide, creating a source of learning and teaching materials for students and teachers to use together in school libraries, NXBGDVN continues to organize the implementation of the Shared Textbook Cabinet program. The Shared Textbook Cabinet donation program is expected to be implemented from October 2024, with a total value of about 27 billion VND.
