Accordingly, the Ministry of Education and Training requests the People's Committees of provinces and centrally-administered cities to strengthen guidance, review, inspection, and supervision to ensure sufficient educational facilities and equipment before the start of the new school year. At the same time, they should promptly address the inadequate structure of the teaching staff in their localities within their authority; flexibly allocate and arrange teachers to ensure sufficient numbers and a balanced structure, especially for subjects such as English, Information Technology, Music, and Fine Arts. In cases where it is not possible to recruit enough teachers according to the established quotas, they should implement solutions such as contracting teachers under Government Decree No. 111 dated December 30, 2022, to fulfill the principle of "where there are students, there must be teachers in the classroom," in accordance with the actual situation in the locality.

Simultaneously, implement solutions to strengthen state management responsibility to ensure compliance with regulations on financial revenue and expenditure management, and publicly disclose all revenue and expenditure at the beginning of the school year. Develop and implement plans to support students from poor and near-poor households, students from disadvantaged backgrounds, students from remote and isolated areas, and students from ethnic minority communities, ensuring they have sufficient textbooks, learning materials, and other essential resources; ensuring that no student is prevented from attending school due to difficult circumstances.

The Ministry of Education and Training also requested provincial People's Committees to direct educational institutions to proactively coordinate with publishers and relevant organizations and individuals to organize the supply of textbooks in their areas, ensuring quality; absolutely preventing delays or shortages of textbooks and learning materials when the new school year begins.

Regarding the organization of activities at the beginning of the 2024-2025 school year, the Ministry of Education and Training requests that the People's Committees of the provinces direct educational institutions to stabilize and maintain learning routines immediately after the opening ceremony. They should guide the organization of activities at the beginning of the school year in a manner appropriate to the students' age, the school's conditions, and relevant to the local reality. Emphasis should be placed on building a positive school culture and ensuring school security and safety from the very first days of the school year. Good cooperation with parents is essential to foster consensus, sharing, and support for the education sector in successfully fulfilling its tasks for the school year.

According to the academic year timetable for 2024-2025 issued by the Ministry of Education and Training, preschools, primary and secondary schools, and continuing education institutions nationwide will hold their opening ceremonies on September 5, 2024.

Ensure sufficient textbooks are available before the start of the new school year.

On August 15th, the General Director of the Vietnam Education Publishing House (NXBGDVN), Nguyen Tien Thanh, announced that as of August 14th, the unit had completed printing and warehousing textbooks for all grades, reaching 96.7% of its plan, equivalent to 168 million copies. Currently, NXBGDVN is supplying textbooks to localities according to the ordered quantities. To date, the unit has distributed 96.1% of its plan, equivalent to 168.4 million copies.

In addition, following the directive from the Ministry of Education and Training to ensure sufficient textbooks for the 2024-2025 school year for students nationwide, and to create a source of learning and teaching materials for students and teachers to use in school libraries, Vietnam Education Publishing House continues to implement the Shared Textbook Shelf program. The program to donate shared textbook shelves is expected to be implemented from October 2024, with a total value of approximately 27 billion VND.
