No distance learning for health related majors and teachers

The Ministry of Education and Training issued Circular No. 28/2023/TT-BGDDT promulgating the Regulations on distance learning at university level.

According to the Circular, the distance training program is the training program currently applied to the regular form of the corresponding training sector of the training institution (referred to as the regular training program) which is adjusted and specifically described in the detailed outline of each subject to suit the distance training form in terms of teaching and learning methods, teaching and learning duration, learning materials, assessment of learning outcomes, in which it is required to mainly use the method of Computer Network and telecommunications.

The Ministry of Education and Training does not allow distance learning for health-related fields (illustrative photo - Internet source).

The distance learning program has a standard full-course study plan according to different learning paces to guide learners, in which the total time according to the standard full-course study plan is not shorter than that of the regular training form.

The distance learning program must be made public to learners before enrollment and at the beginning of the course; changes and adjustments related to the training program must be made in accordance with current regulations and announced before implementation, without causing adverse impacts on learners. Every year, the training institution organizes a review, evaluation and update of the distance learning program.

Distance learning materials include main learning materials and supplementary learning materials serving the training process.

The main learning materials ensure the provision and full transmission of the content of the course/subject so that learners can self-study in accordance with the distance learning method, specifically: For the Computer Network and Telecommunications method: The main learning materials are electronic learning materials and digital learning materials;

For the Correspondence method: Learning materials are printed documents including textbooks compiled for distance learning, reference books, study guides, research materials, workbooks, exam and test guides;

For Radio - Television method: The main learning materials are radio and television programs.

Supplementary learning materials provide detailed content to help learners gain a deep and complete understanding of the content in the main learning materials.

No distance learning in health fields that lead to professional certification.

The Circular also specifies the minimum requirements for implementing distance learning. Accordingly, the distance learning system of the training institution has been completely built to ensure all components as prescribed.

Training institutions implement distance training programs for majors that have had a decision to open a training major and have enrolled at least 3 consecutive courses in the regular form.

Distance learning is not provided for health-related majors that require professional certificates and teacher training majors.

The distance training program has been developed, evaluated and issued according to regulations on training program standards.

The system of testing and evaluating learning outcomes ensures objectivity and honesty; evaluates the learning process and the end of each semester and subject;

Control and verify learning, taking tests, exams and performing assigned tasks in the learner's learning program.

The team of lecturers, learning support staff, and managers is sufficient in quantity, quality, qualifications, and structure; has been trained in skills, teaching methods, and distance learning management.

A maximum of 30% of the distance training program volume is carried out by guest lecturers; and is increased to a maximum of 50% when and only when the guest lecturer is a permanent lecturer of the training coordination institution as prescribed to carry out more than 20% of the distance training program volume.

Ensure adequate facilities, equipment, libraries, and learning materials to implement distance learning programs. This Circular takes effect from February 12, 2024.
