Many people believe that abolishing this administrative procedure means there is no need for a medical examination when taking a driving test.
Speaking with Tuoi Tre Online on March 26, a representative of the Department of Rehabilitation and Assessment, Department of Medical Examination and Treatment Management (Ministry of Health), affirmed: "The abolition of this administrative procedure does not mean that from now on, when taking a driving license test, there is no need for a health check as many people mistakenly believe."
According to this department, previously, categories such as issuing health certificates for drivers, issuing health certificates, announcing medical facilities qualified to conduct health examinations for drivers... needed to ensure administrative procedures according to regulations.
"For example, to be licensed to conduct driver health examinations, a medical facility must complete administrative procedures and prepare a complete application for a license to submit to the provincial or municipal health department. After reviewing and checking the application, the health department will approve and issue a license to the medical facility that is qualified to conduct driver health examinations.
The abolition of this administrative procedure means that from now on, medical facilities do not need to submit applications for a driver's health examination license as before.
Any medical facility that is qualified to conduct driver health checks only needs to submit a declaration to the Department of Health so that the Department of Health can understand and comply with regulations. In case the Department of Health discovers that the medical facility is not qualified, it can conduct a 'post-inspection' and impose a fine," the Department of Medical Examination and Treatment Management explained.
Thus, when taking a driving test or changing a driving license, people still need to present a driver's health certificate as previously prescribed.
"Similar to some administrative procedures that have just been abolished such as periodic health check-ups, health check-ups for people over/under 18 years old... medical facilities do not need to carry out licensing procedures according to administrative procedures as before.
Medical facilities can do this when they meet the prescribed conditions and self-declare to the provincial or municipal health department," the Department of Medical Examination and Treatment Management stated.

According to the Ministry of Health, driver health check-ups are to ensure safety when participating in traffic. If you are not healthy and have the necessary factors, it can be dangerous when driving.
According to current regulations, the health examination list in the health examination form, the medical facility will check the health for each category in turn. Specifically, the health examination contents include: mental examination; neurological examination; eyes; ear - nose - throat; cardiovascular examination; respiratory examination; musculoskeletal examination; endocrine examination.
Doctors will determine whether or not you are healthy enough to register for driving lessons. Those who are not eligible for a driver’s license include those with poor eyesight, serious mental illness, drug use, etc.
On March 26, Deputy Minister of Health Tran Van Thuan also signed an official dispatch to health departments, hospitals, and units explaining the abolition of some administrative procedures.
According to the Ministry of Health, under the new regulations of the Law on Medical Examination and Treatment, the abolished procedures are no longer administrative procedures but professional processes and techniques implemented by medical staff according to assigned functions and tasks.
The Ministry of Health requests that units strictly implement the provisions of the Law on Medical Examination and Treatment and related regulations in implementing general health examinations and issuing health certificates.
