Don't give money to beggars, why should it be like that?

For decades, every year, the functional departments of Ho Chi Minh City have "complained" about the increasing number of beggars in all districts, spoiling the urban beauty and affecting the security, order and traffic safety of the city.

Solutions were also proposed, such as the Department of Labor, Invalids and Social Affairs coordinating with the district and local police to keep a list of beggars in the area to "collect" them and send them to centers for policy beneficiaries and homeless people for the state to take care of. After a period of mobilization and reception, most of the beggars were brought to the correct addresses as prescribed by the government.

It seemed like that was okay, but after each movement to accept beggars , the filthy scene of all kinds of begging decreased somewhat, but then everything returned to normal.

In many cases, many beggars have just been brought to the center for a few days and then they are seen appearing at familiar traffic lights, traveling in areas where they used to "work". That is, the begging situation has not been completely improved, even though the city government has mobilized the entire political system to completely resolve this situation.

A few days ago, the Ho Chi Minh City government came up with a solution: advising people and tourists not to give money to beggars . Because doing so encourages them to continue their "profession". Only by "cutting off the source of income", that is, not giving them money, will the begging situation end?

Why?

Actually, this solution is not new. For many years, the Ho Chi Minh City government has always called on people not to give money to beggars . Because giving money to beggars is not a violation of the law, it is the freedom to express one's heart between people, so the authorities cannot "ban" it!

But once "called out", it is very difficult to implement thoroughly. Therefore, the sympathy of some people has invisibly become "land" for beggars to "take refuge". The difficulty of this "called out" solution lies there.

The reality is that behind many of the pitiful situations where people receive alms every day, there is always a group of people who specialize in "herding". Sometimes openly, sometimes secretly, these unscrupulous people always operate a professional begging ring, profiting from the suffering of the disabled and the compassion of others.

The beggars do not enjoy the full amount of money they receive, but must "share" it according to the ratio set by the pimps. Therefore, everyone should not be surprised that there are many disabled people who have difficulty walking, even having to crawl on the streets, but they are present in every corner of Saigon in just one morning! The pimps use motorbikes to take the beggars to the addresses where they "divide the territory".

In addition to the above mentioned pimps, there are also cases where parents have turned their children into professional beggars . They chase their children out into the streets in the most pitiful manner in the hope of receiving alms from people. Some people are even more cruel when they turn healthy children into disabled children to easily arouse sympathy and receive more alms.

The reality is that some people consider begging as a profession to earn a living. In fact, the income from begging is sometimes higher than some other professions. So "calling" for them to give up this job is not simple.

Doing what?

In a bustling city like Ho Chi Minh City, which welcomes tens of millions of domestic and foreign tourists each year, begging is always an offensive sight and needs to be eliminated. But "eliminating" it in the way it has been done for a long time is completely unfunded, so it ends up being the same again.

Calling on people not to give money to beggars to "block" the source of income is correct but not enough. We need to completely eliminate the herders behind the beggars . We need to "eliminate" these unscrupulous people with strong measures.

Next is to build as many centers as possible to take care of these people who can do nothing but beg , especially the disabled and those without relatives.

In addition to the city's budget, social organizations and charities should also lend a hand by providing financial support to support these people so that they feel "happier than begging" in order to completely solve this begging problem.
