In 2023, 77 artists were awarded the title of People's Artist according to Decision 724/QD-CTN signed by the President on June 22. In 2022, 5 State-level specialized councils submitted a total of 139 applications for the title of People's Artist. However, the number of artists who were not considered for the title accounted for nearly half.
Accordingly, many prominent artists were not awarded titles. The theater field did not have the names of some prominent artists such as Meritorious Artist Que Tran, Meritorious Artist Le Thien, Meritorious Artist My Uyen... These are artists whose list was submitted to the State-level Review Council.
Meritorious Artist Chi Trung was on the nomination list but absent from the final list.
Some other famous artists are not on the list of the State Council such as Meritorious Artist Chi Trung, Meritorious Artist Xuan Bac... In the field of music, Meritorious Artist Thanh Lam, Meritorious Artist Mai Hoa... are also not on the list of people's artists.
Meritorious Artist Thanh Loan - famous for her role as nun Huyen Trang in Saigon Special Forces - was included in the list of nominees for the title of People's Artist by the Grassroots Council and the Ministry Council, but was not approved by the State Council.
Meritorious Artist Thanh Loan and Meritorious Artist Thanh Lam failed to pass the selection round of the State Council.
Previously in 2021, Meritorious Artist Xuan Hinh, despite being well-known, also “failed” to be awarded the title of People's Artist. This 10th time, Meritorious Artist Xuan Hinh did not have a profile. Two talented circus artists, Quoc Co and Quoc Nghiep, were also absent from the People's Artist title review.
The 10th round of awarding the titles of People's Artist and Meritorious Artist was first applied according to Decree No. 40/2021/ND-CP amending and supplementing a number of articles of Decree No. 89/2014/ND-CP on awarding the titles of People's Artist and Meritorious Artist.
Accordingly, to achieve the title of Meritorious Artist and People's Artist, in addition to the criteria of years of work, awards... councils at all levels also discuss and evaluate special cases to submit to the Prime Minister for consideration and decision.
Meritorious Artist Bui Cong Duy was awarded the title of People's Artist in the 10th People's Artist and Meritorious Artist awarding ceremony.
Some special cases considered include artists who are elderly according to Article 2 of the Law on the Elderly, have many outstanding contributions and achievements in the field of art, artists who actively participate in many activities serving major political tasks of the locality and the country, artists who are lecturers at professional cultural and artistic training schools, and have trained many generations of students who have participated and won high awards at international professional art competitions.
As for retired Meritorious Artists, if they do not have the conditions to participate in competitions, they must have real talent, outstanding achievements and contributions, have special influence and prominence, actively participate in local and national political tasks, be lecturers at cultural and artistic training schools... even if they do not have enough awards, they can still be considered for the title.
