On November 7, Yen Bai Provincial Police announced that the Provincial Police Investigation Security Agency has just issued a decision to prosecute the case, prosecute the accused and issue a ban on leaving the place of residence against Ngo Hong Anh (born 2002, residing in Tan Thinh commune, Yen Bai city, Yen Bai province) to investigate the crime of Intentionally disclosing State secrets, as prescribed in Clause 2, Article 337 of the Penal Code.
The above decisions have been approved by the People's Procuracy of Yen Bai province.
The investigation determined that on June 28, during the high school graduation exam, in exam room number 061, Hoang Quoc Viet High School, Gioi Phien commune, Yen Bai city, after 60 minutes of taking the multiple choice math test (2/3 of the test time), Ngo Hong Anh used a mobile phone brought in beforehand to take a photo of the part of the exam that she could not complete and sent it via Messenger to 3 other people to take the test for her.

Yen Bai Provincial Police said that Anh's behavior, although not affecting the overall results of the exam, violated the law on protecting state secrets in the field of education and training.
Previously, on October 28, Cao Bang Provincial Police also prosecuted 3 defendants for the act of "Intentionally revealing state secrets" that occurred during the 2023 high school graduation exam in Cao Bang City.
Those prosecuted include: Vu Trung Hieu (born 2005, residing in Hop Giang ward, Cao Bang city, Cao Bang province); Hoang Thi Thu Trang (born 2003, residing in Trung Khanh district, Cao Bang province) and Hoang Ngoc Tuan (born 2002, residing in Phu Tho town, Phu Tho province).
Tuan is being detained, while Hieu and Trang are being banned from leaving their place of residence.
According to the investigation agency, at around 8:00 p.m. on June 27, Hieu contacted Trang via the Messenger application to discuss support for the Literature exam and Trang agreed to help.
During the Literature exam on the morning of June 28, Hieu brought his iPhone 11 into the exam room - Cao Bang City High School Examination Council. After holding the exam paper in his hand, Hieu took a photo of the paper and sent it to Trang at 7:45.
However, during the exam, because the invigilator was strict, Hieu did not dare to use his phone to check the answers.
Working with the police, Trang admitted that she knew Hieu and frequently contacted and discussed homework with him during the exam preparation process. After receiving the exam papers sent by Hieu, Trang solved and sent back questions 1 and 4 of the reading comprehension section and question 1 of the writing section.
Trang later deleted the message. However, Trang's boyfriend Tuan, who has Trang's Facebook account, read the messages exchanged between the two.
This boyfriend saved a picture of the Literature exam and posted it on Facebook, then deleted the image after a few minutes. However, the exam was still spread online.
