According to the incident, at 8:30 p.m. on February 29, the Traffic Police and Order Working Group (Tien Hai District Police) while performing the task of controlling and handling violations of alcohol concentration regulations on Highway 462 through Dong Village (Tay Giang Commune, Tien Hai District) according to the plan of Tien Hai District Police, signaled to stop the motorbike driven by Mr. Vu Dinh Son, carrying Ms. NTTh (47 years old, residing in Tien Hai Town, Tien Hai District).

The working group asked Mr. Son to move his vehicle closer to the side of the road to avoid obstructing traffic, but he did not comply.

The task force asked for an alcohol test, but Mr. Son did not cooperate and threatened to burn the motorbike. Afterwards, Mr. Son got off the motorbike, stood there cursing, calling the police "you" and "me".

Seeing Mr. Son's opposition, Ms. Th. tried to stop him, but Mr. Son continued to point and curse, insulting the officers in the working group.

At this time, a traffic police officer continued to explain and instruct Mr. Son on how to blow his breath into the machine to test his alcohol concentration. Mr. Son intentionally blew a breath at a fast speed into the machine so that the machine could not measure it, and at the same time pushed the traffic police officer's hand holding the alcohol concentration measuring machine. The next time, the traffic police officer asked him to cooperate in blowing for alcohol concentration, but Mr. Son intentionally did not comply.

The working group reported the incident to their superiors. Tien Hai District Police coordinated with local authorities to draw up a record and take Mr. Son to the headquarters for questioning. At the investigation agency, Mr. Son admitted his violations.
