On October 31, Hai Phong City Police informed that the Investigation Police Agency of Cat Hai District Police had prosecuted and temporarily detained Nguyen Van Tuan (29 years old, residing in Trang Viet village, Trang Viet commune, Me Linh district) and Dinh Van Anh (26 years old, residing in Sao Ha village, Quang Lang commune, Phu Xuyen district), together with Hanoi City to investigate the act of disturbing public order.

Previously, on the morning of September 9, the two suspects Tuan and Anh and a group of friends rode large-displacement motorbikes from Hanoi to Cat Ba Island, Cat Hai District (Hai Phong City) to play. When the group crossed the Tan Vu - Cat Hai bridge, seeing that the road across Cat Ba Island (Provincial Road 356) was sparsely populated and had few vehicles, the group drove at a speed of up to 274 km/h, cornering, and doing wheelies, endangering other road users and negatively affecting society.
On October 15, Tuan's group recorded a video of the "circus" on the road across Cat Ba Island using a dash cam and posted it on social media to show off their achievements, with the aim of attracting views and likes.
After receiving the information, the Board of Directors of Hai Phong City Police Department directed the Traffic Police Department and Cat Hai District Police to investigate, track down, and strictly handle the above-mentioned "driving crew".
Based on images from the video clip recording the scene of the duo speeding and doing a wheelie, as well as the confessions of the subjects, on October 27, Nguyen Van Tuan was prosecuted and temporarily detained by the Investigation Police Agency of Cat Hai District Police; 3 days later, it was Dinh Van Anh's turn.
Speaking to Thanh Nien reporter, Lieutenant Colonel Do Van Diep, Chief of Cat Hai District Police, said that in addition to prosecuting and temporarily detaining the suspects Tuan and Anh, the police agency has temporarily seized two large-displacement motorbikes that the two suspects used while "performing circus acts" on the road across Cat Ba Island.
