In the early hours of August 18th, Phuoc's group gathered in the area of 2/9 Street, then, armed with weapons, rode their motorbikes through the streets looking for rivals. They encountered another group of teenagers also carrying weapons, riding motorbikes recklessly and shouting on the road.
