On October 26th, the Hai Chau District Police in Da Nang announced that they have initiated legal proceedings against 11 suspects for disturbing public order.
Earlier, on the evening of August 17th, a group of teenagers aged 14 to 19 (residing in Da Nang City and Quang Nam Province) were speeding and revving their motorbikes recklessly on major streets in Hai Chau and Thanh Khe districts. At the same time, Le Phu Phuoc's group (16 years old, residing in Hai Chau District) was riding their motorbike to Tran Thi Ly Bridge when they were chased and threatened with violence by another group of teenagers, causing them to flee.
Phuoc's group then informed two other groups of teenagers they knew beforehand about the incident, asking for their help in seeking revenge.
In the early hours of August 18th, Phuoc's group gathered in the area of 2/9 Street, then, armed with weapons, rode their motorbikes through the streets looking for rivals. They encountered another group of teenagers also carrying weapons, riding motorbikes recklessly and shouting on the road.

Thinking this was the same group that had previously harassed and threatened them, Phuoc's group simultaneously accelerated their motorcycles, forcing the other group's motorbike to the side of the road, causing several teenagers to fall and get injured.
After causing the incident, Phuoc's group sped away from the scene.
Following the investigation, the Hai Chau District Police decided to prosecute 11 individuals and arrested Le Phu Phuoc for "disturbing public order".
