At the meeting, Consul General Pham Binh Dam affirmed that the labor market potential between Vietnam and Macau is still very large, and Vietnamese workers can make positive contributions to Macau's economy. The two sides need to coordinate closely to remove difficulties, promote and effectively exploit this large market.
Regarding labor, Consul General Pham Binh Dam shared that there are currently more than 7,000 Vietnamese workers living and working in Macau. Compared to the peak period with more than 20,000 workers, this number has decreased by nearly two-thirds.
The Consul General said that Vietnam is currently a source of high-quality labor for many markets, especially the Northeast Asian market.
As of June 2023, there were about 49,000 Vietnamese workers in Korea; over 77,000 Vietnamese workers in Japan, accounting for 25% of the total foreign workers in this country; about 258,000 Vietnamese workers in Taiwan (China), accounting for 35% of the total foreign workers in the area... Vietnamese workers in these markets are assessed as hard-working and skilled, contributing effectively to the local economy.
Consul General Pham Binh Dam said that visas are currently the biggest barrier for Vietnamese workers, and suggested that Macau pay attention and work together to remove them, such as shortening the visa issuance time, simplifying administrative procedures; especially reviewing the visa issuance process for Vietnamese workers renewing their contracts in Macau...; He also said that he is ready to coordinate with Macau to properly handle issues related to Vietnamese people residing illegally here.

Macau Security Minister Wong Sio Chak acknowledged and shared the opinions of Consul General Pham Binh Dam; agreed to coordinate to find solutions to resolve visa issues for Vietnamese workers. The Minister also shared that the rate of Vietnamese workers violating local laws is still high compared to workers from other countries; requested that Vietnam strengthen measures to coordinate handling.
Regarding tourism, Director of the Tourism Department Maria Helena de Senna Fernandes said that Vietnam is increasingly becoming a favorite destination for Macau tourists, especially Da Nang. Currently, a number of Macau travel companies and tour operators are promoting tours to Vietnam. However, two-way tourism is still quite limited; it is recommended to implement joint tourism promotion programs.
Sharing the same view, Consul General Pham Binh Dam said that with geographical proximity, cultural similarities, and transportation connectivity, the potential for tourism development between Vietnam and Macau is still very large, and it is necessary to immediately implement measures to restore and expand the two-way tourism market.
Previously, during his working visit to Macau from April 13 to 14, Consul General Pham Binh Dam met with Chief Executive of the Macau Special Administrative Region Ha Iat Thanh. The two sides reached a high consensus on cooperation to promote bilateral relations, coordinate to handle labor-related issues and remove visa restrictions for Vietnamese workers and tourists.
