Construction of Gia Binh airport started by the police force

On the morning of December 10, Prime Minister Pham Minh Chinh attended the groundbreaking ceremony for the construction of Gia Binh airport - an airport serving the training and combat readiness missions of the Vietnam People's Public Security Air Force.

Building airports ensures national security and contributes to economic development.

Speaking at the ceremony, Prime Minister Pham Minh Chinh emphasized that Vietnam is implementing three strategic breakthroughs, including transport infrastructure.

With the orientation of developing aviation economy, the construction of specialized airports for national defense and police contributes to promoting socio-economic development and ensuring national defense and security.

With the strategic orientation of developing a truly clean and strong People's Public Security force, the construction of works and the provision of modern facilities and equipment will contribute to building a truly clean, strong, disciplined, elite and modern People's Public Security force.

With the attention of General To Lam since he was the Minister of Public Security and in his current position as General Secretary of the Party Central Committee, the agencies have urgently submitted to competent authorities and carried out procedures according to regulations to implement the Gia Binh airport project.

The construction of Gia Binh airport is to implement Resolution 12 of the Politburo on promoting the building of a clean, strong, disciplined, elite, and modern People's Public Security force to meet the requirements and tasks in the new situation.

On that basis, on June 29, 2024, the National Assembly passed Resolution No. 142 allowing project investment from the state budget and other sources of capital.

Then, on September 17, the Prime Minister signed Decision No. 98 approving the investment policy of Gia Binh airport; on December 5, the People's Committee of Bac Ninh province decided to allocate land to the Mobile Police Command, Ministry of Public Security to build Gia Binh airport (phase 1).

Deploying airport construction with three best criteria

The police force will coordinate with the People's Army to contribute to building a strong national defense and people's security posture.

Therefore, the establishment of the People's Public Security Air Force, the implementation of functions, tasks and powers of the Ministry of Public Security is of great significance, effectively exploiting the airport.

On that basis, the Prime Minister assigned the Ministry of Public Security the task of implementing the "three bests": fastest construction; best quality; lowest cost.

With the requirement to complete the airport within 18 months to replicate this model, as well as contribute to fighting negativity and waste; put the project into operation soon, at the same time with completing documents and procedures to implement phase 2.

The Prime Minister requested that Bac Ninh create conditions for a modern road system connecting to the airport.

Bac Ninh Province and the Ministry of Transport are researching the shortest route connecting the capital Hanoi; building the most modern, most beautiful and widest.

The route is expected to be 30km long and must have an investment and construction plan by June 2025 at the latest.

The Ministry of Transport, the Ministry of Public Security, and Bac Ninh province immediately launched the pre-feasibility study for phase 2 of the project. The Ministry of National Defense coordinated with the Ministry of Public Security to deploy dual-use projects.

The Head of Government also said that this area needs to develop an airport ecosystem, including a high-tech industrial ecosystem.

Regarding contractor Sun Group, the Prime Minister stated that it is necessary to set a new record in construction and implementation of projects on schedule based on the experience of building Van Don Airport.

This is to ensure the quality of the project, to prevent capital overruns, to prevent negativity and corruption; to ensure safety standards, technical aesthetics, environmental sanitation, etc.

Expressing his gratitude to the local people for supporting the project, the Prime Minister requested authorities at all levels to quickly stabilize the situation for the people who gave up their land for the project; take care to ensure the people's lives, accommodation and education in the new place are better than the old place.

Gia Binh Airport Phase 1 project has a 1,500m runway and is expected to be completed in time to celebrate the 14th National Party Congress.

The airport, when put into use, will be a strategic project for security and defense, effectively serving the command and direction of the people's public security force.

The airport will serve the training and combat readiness missions of the People's Public Security Air Force, and reserve for flight operations of the Air Defense - Air Force Service (Ministry of National Defense).

This is also a reserve airport for airports, serving in emergency situations; oriented to ensure the operation of special flights serving Party and State leaders, international politicians on large fixed-wing aircraft; at the same time transporting goods and passengers when required and qualified.
